1. Background
The Somaliland Development Fund – Phase 3 (SDF3) covers the period 2025-2028, with the possibility
of a two-year extension. SDF3 aims to strengthen the climate resilience of vulnerable communities in
Somaliland while creating increased income and job opportunities, thereby helping to reduce poverty.
SDF3’s ambitions are aligned with NDP3 and reflect the priorities set out in Somaliland Vision 2030.
SDF3 is funded with contributions from Denmark, Norway and the United Kingdom.
The SDF3 Joint Steering Committee has approved the Burao Water Supply Expansion Project, which
aims to strengthen water security for Burao, Somaliland’s second-largest city. The project is designed
to address chronic water shortages by expanding groundwater production, constructing new
transmission pipelines, and improving distribution capacity to serve an additional 85,000 residents,
including 7,000 internally displaced people (IDPs). Burao currently relies on 21 boreholes and a 58 km
pipeline network that together meet only 54% of total water demand, prompting the need for a
long-term, climate-resilient solution. The expansion project builds on earlier SDF2 assessments
focused on climate change impacts, water resource sustainability, and renewable energy integration.
Like other SDF3 investments, the project is structured around three strategic pillars: climate resilience,
inclusive economic growth, and social inclusion, and comprises three outputs aligned with these
objectives.
2. Summary of the role
The Assistant Resident Engineer (ARE) for Lots 1 and 2 will support the Resident Engineer through
day-to-day site supervision of borehole feeder mains and transmission and distribution pipelines. The
role will ensure that works are delivered safely and in compliance with approved designs, technical
standards and SDF3 requirements, while monitoring contractor performance, enforcing quality and
HSE standards, verifying quantities for payment, maintaining accurate site records, and supporting
environmental and social safeguards.
3. Key tasks summary
Review designs and contractor submissions, verify mobilisation readiness, and recommend
approval of materials and mix designs.
Review work programmes and schedules, assess sequencing, manage interfaces with other
Lots, and support recovery planning.
Provide full-time site supervision to ensure construction complies with approved designs, specifications and method statements.
Witness and verify tests, manage non-conformances, and ensure workmanship and reinstatement quality.
Enforce HSE and ESMP requirements, conduct inspections and toolbox talks, and ensure site
and community safety.
Verify quantities, maintain measurement records, support IPCs, and manage technical documentation and as-builts.
Support testing and commissioning, prepare progress reports, and assist with handover and
defect rectification.
Bachelor’s degree in civil engineering, water supply engineering, or a related discipline from a
recognised institution.
Member of a recognised professional engineering body in Somaliland
Excellent written and spoken English, and fluency in Somali (mandatory).
Proficiency in MS Office applications, with working knowledge of AutoCAD and basic familiarity with hydraulic modelling tools (e.g. EPANET, WaterCAD, WaterGEMS) considered an advantage.
General Professional Experience
Minimum of 8 years’ post-qualification experience in the implementation of donor-funded water supply or similar civil infrastructure projects.
Specific Professional Experience
At least 5 years’ experience supervising the construction of water supply infrastructure, including transmission and distribution pipelines, chambers, site structures, and related civil works
ideally involving multiple concurrent sites or working gangs.
A minimum of 3 years’ experience supporting contract administration activities, including measurements, IPC support, RFIs, site instructions, and contractor performance monitoring.
At least 5 years demonstrated experience in reviewing and interpreting engineering drawings,
specifications, method statements, and Inspection and Test Plans (ITPs) and as-built documentation.
Experience as ARE or Site Engineer in least one similar project involving contract administration, including reviewing variations, certifying quantities, supporting Interim Payment Certificates (IPCs), and supervising daily contractor performance (including HSE, environmental, and
social safeguards).
