Background

The University of Hargeisa started operation in the year 2000, It is the largest and leading chartered public university in the Republic of Somaliland. It is the leading higher education institution in the country and it is committed to providing a wide range of undergraduate and postgraduate degree programs. The goal of the university is to equip all graduates the skills needed for success in their future careers and to contribute to wider processes of educational and professional development in Somaliland. “TOWARDS A BETTER FUTURE” Is our motto and we take pride in living it every day.

1. Qualifications: A doctorate or other terminal degree is strongly preferred. Candidates must demonstrate a proven record of successful executive leadership and possess the credentials and experience necessary to earn the respect and confidence of university stakeholders.
2. Accountability: The President will be accountable to the Board of Trustees.
3. Leadership Role: The President will serve as the chief executive of both academic and administrative affairs at the University, ensuring compliance with the University’s Charter, regulations, rules, and policies. This includes promoting teaching, research, publication, administration, and overall institutional efficiency.
4. Administrative Duties: The President will:
• Oversee the development of the university's organizational structure and internal regulations, proposing these to the Board for approval.
• Implement policies and directives issued by the Board or Senate.
• Foster partnerships with local and international higher education institutions, signing and executing agreements as needed.
• Coordinate the preparation and implementation of the University’s annual plan and budget following Board approval.
• Manage the University’s finances in alignment with established policies and objectives.
• Address disciplinary matters involving staff and students in accordance with University regulations.
• Provide quarterly and annual reports detailing University activities and performance to the Board.
• Oversee staff employment, administration, and benefits in line with Board policies.
• Develop strategic and development plans, submitting them to the Board for final approval after Senate review.
• Represent the University in all external dealings.
• Open and manage bank accounts in the University’s name.
• Accept and disburse gifts, donations, and grants on behalf of the University or its constituent units, delegating authority as necessary.
• Perform any additional duties as assigned by the Charter or the Board.

Duration of Appointment

The President will serve a term of five years, with eligibility for reappointment based on performance.

Accountability

The President is responsible for ensuring high-quality teaching and research at the University and for delivering value to the community. The President will report directly to the Board of Trustees.
