TOR for Somalia local humanitarian leadership research.

Background

Somalia is currently facing a severe humanitarian crisis stemming from the 2023 drought and subsequent Deyr Season floods. The drought has resulted in acute food insecurity affecting 6.5 million people and the displacement of over 1.6 million individuals. The floods that followed have further complicated the situation, destroying crops, damaging infrastructure, and increasing the risk of waterborne diseases.

Despite commitments from international stakeholders to enhance localization in humanitarian responses, significant gaps persist in empowering local actors. This consultancy, supported by Oxfam, aims to build upon previous research, including a Phase I study conducted by IMMAP Inc. and the 2020 “Breaking the Localization Deadlock” report. The goal is to provide a comprehensive analysis of localization trends and commitments in Somalia’s humanitarian response, examining the practical implementation of the Somalia Localization Framework and adherence to Grand Bargain commitments.

Scope of the work

The consultant will undertake a comprehensive Phase II assessment to evaluate and enhance localization progress in Somalia's humanitarian sector. This work will involve conducting a comparative analysis of the implementation of recommendations from the 2020 "Breaking the Localization Deadlock" study in recent responses, complementing Phase I findings by providing insights into how localization principles are operationalized.

The consultant will focus on key indicators such as participation, leadership, and capacity strengthening. Extensive stakeholder engagement will be required, including interviews and surveys with local NGOs, international organizations, government entities, and affected communities. The consultant will identify and document successful localization practices and innovative approaches in the Somalia humanitarian context, while also investigating obstacles hindering the full implementation of localization commitments.

An assessment of the alignment of current practices with the Somalia Localization Framework and Grand Bargain commitments will be conducted. Based on these findings, the consultant will develop actionable, context-specific recommendations to improve localization efforts and create a roadmap for implementation. This comprehensive analysis will play a crucial role in shaping the future of humanitarian responses in Somalia, ensuring that localization efforts are effective, sustainable, and truly empowering for local actors.

1. Inception report outlining the research methodology and work plan
2. Mid-term progress report
3. Draft final report for review and feedback
4. Final comprehensive report including executive summary, findings, best practices, and recommendations
5. Presentation materials for key stakeholders

Experiences and Qualifications

• Advanced degree in International Development, Humanitarian Studies, Social Sciences, or a related field
• Minimum of 7 years of experience in humanitarian research, with a focus on localization and capacity building
• Demonstrated knowledge of the Somalia humanitarian context and the broader East African region
• Strong understanding of localization principles, the Grand Bargain commitments, and humanitarian coordination mechanisms
• Excellent analytical and report writing skills
• Fluency in English; knowledge of Somali or other local languages is a strong advantage
