Job Description

Introduction
Office of the president of Hirshabelle state of Somalia is implementing state and reconciliation
support project – SRSP. The project contributes the on-going state building and reconciliation
initiates as Somalia is yet undergoing a critical phase of state-building underpinned by complex
and interwoven processes of reconciliation, federalization, constitutional development and
collaborative governance requiring negotiated settlement on allocation of power and distribution
of resources coupled with the urgency of preventive and mitigatory measures for recurrent
conflicts at political and communal levels. Responding to these contextual needs/dynamics and
building on the key achievements, lessons learnt, and institutional partnerships secured through
recently concluded Reconciliation and Federalism Support (ReFS) program, a multiyearsuccessor project is being launched under the title of SOOMAALIYA LOO DHANYAHAY
(Inclusive Somalia) aimed at deepening the organic processes of state-building with focus on (a)
federal framework, (b) political and social reconciliation and (c) collaborative governance in
Somalia. The Statebuilding and Reconciliation Support Program (SRSP) is primarily an
intergovernmental support project engaging FGS and FMS line-ministries, departments and
institutions and forging strong interlinkages with civil society, women, youth, minority groups and
conflict-prone communities by pursuing the principles of adaptive and iterative state-building,
peace-building and collaborative governance in Somalia. The Program will do so by supporting
institutional development and strengthening policy, planning and programmatic linkages in a
strategic and catalytic manner, complementary to other ongoing or planned efforts, shaping the
structure and scope of core government functions and context-sensitive service delivery model(s)
in a dynamic environment.
The Program has been designed to deepen the strategic, technical, and institutional support to
the FGS, FMSes and civil society actors with following four integrated thematic Outputs: Output
1: Improved policy, planning and programmatic linkages for the effective implementation of
national reconciliation and collaborative governance at FGS, FMS and Distrcict levels Output 2:
Processes of consensus building on federal framework and mechanim(s) for intergovernmental
relations between and within FGS and FMSes are strengthened and the capacity of civil society
for policy advocacy and public accountability is enhanced Output 3: Operationalization of
allocation of power is supported and institutional capacity enhanced on ‘functional unbundling’
and development of sector-specific governance frameworks at FGS, FMS and District levels
Output 4: Operationalization/outreach of an inclusive legal identification eco-system sensitive to
the social contract is enhanced and national/regional counterparts are operationally equipped to
deliver their institutional mandates effectively and efficiently Under the overall guidance of
Inclusive Politics Portfolio, the Program will be implemented jointly with the UNTMIS under the
leadership of the OSRSG, to leverage its Good Offices role and convening power to mediate
political agreements and build on the National Consultative Council (NCC) insights/agreements
and new Government’s strategic directions on state-building, reconciliation and collaborative
governance
Position Purpose
In this respect, Hirshabelle state seeks to recruit Peace building and social cohesion
specialist to lead and coordinate the implementation of community reconciliation
activities. S/He will work closely with other Ministries such as ministry of reconciliation and
peace building to deliver on the day-to-day activities of SRSP project supported by UNDP
Somalia. S/He will coordinate all LOA activities ensuring effective implementation and
achievement of all intended outputs and results relating to the SRSP project. S/He will work
closely with the State line ministries, UN agencies, and CSOs operating in the project areas to
provide comprehensive engagement across the state. S/He will specifically:
• Provide strategic direction and leadership in the project area of reconciliation and state
building;
• Ensure adherence to the Hirshabelle state standards for effective and efficient service
delivery to its jurisdictions
• Support partnership building and resource mobilization for Hirshabelle state as far as
reconciliation and peace building are concerned.
• Facilitate project level coordination meetings with relevant stakeholders to ensure that
reconciliation and peace building actors are engaged properly.
• Ensure knowledge building and management focusing on achievement of the following
results:
Duties and Responsibilities
Under the direct supervision of the Programme Specialist, the Reconciliation and Social
Cohesion Specialist provides strategic direction and leadership in the programme area
of reconciliation and reintegration:
• Support the implementation of the Planned reconciliation and social cohesion activities
of the project as per stipulated in the LOA.
• Ensure close coordination with relevant partners, design and conduct process for state
level and localized conflict analysis that aims to gain a comprehensive and shared
understanding of potential or ongoing violent conflicts to identify key threats to the
security, reconciliation, and social cohesion of communities.
• Support the review and assessment of existing local mechanisms for peace,
reconciliation, and social cohesion and the formulation of relevant recommendations for
the development of a coordinated and consistent approach for local peace/reconciliation
infrastructures.
• contribute to the finalization and operationalization of the conflict navigator in
collaboration with UNDP and MOIFAR at federal level
• Engage with civil society to catalyze and build upon existing initiatives for conflict
mapping exercise, management and dialogue.
• Design and lead the implementation of activities aimed at strengthening community
reconciliation, social cohesion and social contract between the Government and citizens
• Analyze the level of community engagement in the project areas, to develop strategies
to engage a wide range of key stakeholders, including youth and identify the gaps to
respond through project interventions in short and mid-term.
• Support local dialogue, confidence-building, and trust-building within communities, and
between them and the authorities through joint decision-making, public consultation,
and hearings.
• Assist the authorities on the local, district and oblast levels to develop conflict-sensitive
communication strategies and public awareness approaches
• contribute to the project reporting including financial and programmatic reports to
ensure the project outputs and results are communicated with the relevant entitities
• Perform other functions as deemed essential for effective results.
• Ensures timely and adequate reporting against plans in consultation with chief of staff
and project staff
• Preparation of high-quality project documents and concepts, and encouraging adequate
peer review of the same through established mechanisms
• Promote identification and synthesis of best practices and lessons learned from the
project target areas for organizational sharing and learning as well as external
information.
• Supports capacity- and knowledge building of national and local counterparts

Experiences and Qualifications

Supervisory/ Managerial Responsibilities:
This position has no management responsibilities
Required Skills and Experience
Education:
• Master’s degree or equivalent in social sciences with a focus on peace and conflict
studies, international relations, political science, development studies or a related field is
required
Experience:
• Minimum 7 years’ experience at national and/ state level in advisory and analytical
positions is required
• Extensive experience coordinating activities in social cohesion, reconciliation,
peacebuilding, conflict resolution and management, consensus-building, dialogue
processes, collaborative decision-making, and leadership is desired
• Excellent conflict analysis and reporting skills, experience in conflict mapping is desired
• Practical experience in capacity-building, facilitation and training skills, leadership
development, and strategy development is desired.
• Strong experience in conflict sensitive programming
• Previous experience in planning and operationalizing development programming in postconflict environment
• Prior experience in facilitation processes and dialogue activities
• Experience in partnership building and resource mobilization in conflict context is
required
• Excellent computer skills (Word, Excel, PowerPoint, Internet, etc.).
• Proactive sharing of knowledge and experience
Language Requirements:
• Proficiency in Oral and Written English language and Somali language is required
