TERMS OF REFERENCES FOR TECHNICAL ASSESSMENT AND DETAILED ENGINEERING DESIGNS FOR INFRASTRUCTURE PROJECTS IN SOMALIA UNDER THE GPE SYSTEM TRANSFORMAITON GRANT (STG)
SCI in collaboration with Federal government of Somalia Ministry of Education, Culture and Higher Education are currently implementing a multi-year Global Partnership for Education (GPE) funded System Transformation Grant (STG) with the objective to enhance equitable access to quality and inclusive education in rural and urban areas by addressing supply and demand barriers. The project has four component (outcomes) namely; Outcome
1: Equitably increased primary gross enrolment rate; Outcome 2: Equitably improved literacy and numeracy and completion rates and Outcome 3: Strong regulatory and financing framework
One of the key deliverables under Output 3.5: Strengthening institutional capacity at FGS and FMS levels is the Construction and furnishing new offices spaces (G+1) in Kismayo and Jowhar, Construct and furnish MOECHE
Headquarters in Bondheere, Mogadishu, Construct and equip national curriculum center in Mogadishu and Construction and furnishing of three (3) Teacher Training Centers (TTC) in Kismayo, Dhusamareeb and Baidoa.
The main objective of the ToR is to engage an Individual Consultant/Firm to provide Consulting Services for the Architectural and Detailed Engineering Design (A&E) for the Construction of a National Curriculum Center, Office Block for the Federal Ministry of Education, Culture & Higher Education (MoECHE), One (1) Office Blocks For Jubaland Ministry of Education, One (1) Office Block for Hirshabelle Ministry of Education and Three
(3) Teacher Training Centers in the Federal States of Southwest, Jubaland and Galmudug. The Consultant should design buildings that are safe, state-of-the art yet economical, energy saving, and environmentally friendly. The specific objectives of the TOR for the consultancy services are:
III. INFRASTRUCTURE DESCRIPTION
Proposed infrastructure measures will be implemented in Banadir and other federal member states of Somalia. Exact components and locations of the facilities will be determined in consultation with stakeholders. Location given below are only indicative and as well the components might be revised but within the overall scope.
The following are minimum requirements for the consultancy firm to be considered for carrying out the assignment.
• Valid certificate of incorporation from federal government ministry of trade/Commerce or valid public Works licence.
• Valid tax compliance certificate from the federal ministry of finance,
• At least ten (10) years professional engineering consultancy with verifiable evidence of successfully completed projects.
• Experience in similar and/or relevant projects as outlined in this ToR with evidence of past successfully delivered project.
• Present at least 4 relevant past consultancy contracts of similar or bigger scale with verifiable reference (contracts not earlier than January 2017).
• The availability of adequate resources to complete the project within the specified timeline. The company should have the necessary resources, including staff and equipment to complete the assignment on time,
• Experienced and qualified architect and engineers in civil, structural, mechanical, electrical and plumbing.
• Interested consultant (s) who meet the consultancy requirements are requested to submit their bid and each application package should include the above required minimum requirements.
