TERMS OF REFERENCE TRANSLATION OF KEY SOS CV SOMALIA  POLICIES TO SOMALIA LANGUAGE.

 

BACKGROUND

SOS Children’s Villages International is the umbrella organization to which all SOS Children’s Villages including SOS Children’s Villages Somalia Association is affiliated. SOS Children’s Villages Somalia has officially been working in Somalia since 1985. SOS is currently working in 134 countries worldwide. We are committed to the welfare of children often throughout the whole of their childhood, and to strengthening families and communities as a preventive measure in the fight against abandonment and social neglect. We also run education and health facilities. With the SOS Children’s Village concept, the organization pioneered a family approach to the long-term care of orphaned and abandoned children. SOS Children’s Villages upholds child protection policy and our selection processes reflect our commitment to the protection of children and youth from abuse. Accurate translation of Organizational HR Policies in a manner comprehensible to the entire workforce holds utmost importance. Failing to achieve this can result in professional misunderstandings and potential legal complexities. HR Policy constitutes one of the three vital organizational areas necessitating meticulous translation. The official language of Somalia is Somali, which transitioned from being exclusively spoken to a written form in 1972. The prevalent concern among many Somali workers revolves around their limited English proficiency.

In light of this, SOS CV Somalia is undertaking the task of localizing and translating key HR policies from English to Somali. This initiative aims to facilitate easy comprehension for staff members through their native language, fostering compliance. To execute this translation effort, SOS CV Somalia is actively seeking the expertise of consultant(s) with a strong background in translating highly technical documents, particularly those relevant to organizational policies, such as the Child Safeguarding Policy, the Code of Conduct, the Prevention of Sexual Exploitation and Abuse regulation, The Anti-fraud and Anti-Corruption policy.

 

OBJECTIVE:

The overall objective is to; Translate SOS CVS Somalia HR policies to Somali language so that staff can easily understand and comply to them on regular basis.

 Ensure availability of translated Policies  to Somali language for in country use.

Increase staff capacity and their understanding of SOS CV Somalia by translating these key organizational policies in a way that local staff may easily understand them.

Specifically, the following documents will be translated:

  1. Code of Conduct  
  2. Sexual Exploitation and Abuse (SEA) and Harassment Policy
  3. Child and Youth Safeguarding Policy
  4. HR terms and condition
  5. Value based conduct
  6. Misconduct incident management regulation
  7. Safer Recruitment Guideline
  8. Learning and development guildine

SCOPE OF WORK:

Working in close collaboration with the HR team and safe guarding at SOS CV Somalia, the translator will engage in the subsequent translation responsibilities:

  • Translate the organizational documents (policies & guidelines) into the Somali language. (This includes all textual content, encompassing text within figures, boxes, captions, sources, and covers, requiring translation and proofreading.)
  •  Thoroughly proofread the translated documents and format them for printing, ensuring the simultaneous appearance of both Somali and English texts.
  •  Present the draft translation to the Somalia HR team for review and suggestions, in response to requests from the HR department.
  • Maintain consistency in the terms and definitions used across both documents.
  •  Conduct terminology research to ensure precision and suitability of translation.
  •  Assure the overall quality and accuracy of the entire document before submission to SOS CV Somalia.
  •  The final printing process, along with minor translation adjustments (if any), should occur only following the endorsement of the policy by the Senior Management team led by the HR focal person.
  • Submit soft copy and  printed orginal copies.

 

EXPECTED RESULTS

  • To complete a comprehensive translation of SOS CV Somalia HR Policies to Somali language for ensuring clarity and correctness.
  • To verify that each chapter reads well by establishing flowing tones, cohesion and proper structure and to deliver a final product in a timely manner and of publishable quality.

 TIMELINE

 The work is expected to be undertaken between November, December and January 2024: anticipated 90 working days. This includes time for consultation with key experts.

OUTPUT/DELIVERABLES

SOS CV Somalia HR Policies to be translated from English language to Somali language;

PAYMENT SCHEDULE:
Payment to the translator will be dispensed in to phases, 50% after completion of the first batch and 50% upon completion of translation project

INTELLECTUAL OWNERSHIP

All documents pertaining to this task will remain the exclusive and sole property of SOS CV Somalia.

Experiences and Qualifications

   Possession of a Master's degree in Linguistics, Economics, Social Science, Business, or related fields; with a minimum of 3-5 years' professional translation experience in the relevant Field.

  • Demonstrated adeptness in comprehending technical terminology used in spheres like Human Resources Policies and Human Development. Verified expertise in translating and interpreting between English and Somali. Proficiency in both English and Somali communication.
  • Outstanding analytical, organizational, and communication proficiencies.
  •  Display of cultural acumen, sensitivity, and contextual familiarity with the Somali environment.
  • Familiar with the Somali context and labour  law and country constitution   
  •  Capability to produce high-quality deliverables within stipulated timelines.

CONDITIONS OF WORK

The Translator shall submit to SOS CV Somalia a Proposed TECHNICAL and FINANCIAL PROPOSALS, TRACK RECORD and OFFICIAL SUPPORT DOCUMENTS of successful completion of past policy translation assignments.

  • Logistics: contracted translator will be expected to use his/her own computer Since the Translator will work from Home, SOS CV Somalia will not provide Transportations, Accommodation and meals
  • The consultant will be required to abide by SOS CV Somalia security procedures and rules in place for staff. Prior to starting the assignment, the consultant will be taken through the child safe guarding policy for SOS CV Somalia and shall be expected to sign and abide by it.
  • Contract: a contract agreement will be signed between the consultant and SOS CV Somalia immediately after completion of the selection process.
