3 Period of Consultancy: The assignment will be 15 days including of travel.

5 Responsibility for
Logistics arrangements
and Costs
Save the children will pay the consultant fee in a lump sum and will not reimburse any
incurred costs during the assignment. The consultant will cover their own Logistical
arrangements and costs; including food, accommodation and local transport and all cost
associated with data collection work and whole activities.
6 Taxation Provisions The consultancy firm shall be responsible for all Taxes arising from the consultancy in
line with the local Tax regulations applicable at the SCI contracting office named above.
7 Travel requirements The consultancy firm will cover all travel costs (tickets) and arrange local travel to
field sites.
8 Security requirements The consultancy firm will comply with standard of Save the Children Security
procedures, including the completion of SCI online security training prior to travel to
Somalia.
Qualifications
• Advanced Degree: A Master's degree or equivalent in social sciences,
international development, humanitarian aid, or related fields.
• Proven Experience: Minimum of 5 years of relevant experience in the
field of humanitarian aid, GBV & child protection, experience in
conducting key informant interviews, focus group discussions, and
surveys.
• Strong Understanding: A solid understanding of international
humanitarian standards and principles.
• Experience in Somalia: Prior experience working in Somalia,
particularly in the target regions
Technical Skills:
• Research and Analysis: Strong analytical and research skills, including
the ability to collect, analyze, and interpret qualitative and
quantitative data.
• Report Writing: Excellent report writing and presentation skills,
with the ability to produce clear, concise, and well-structured
reports.
• Stakeholder Engagement: Strong interpersonal and communication
skills to engage with diverse stakeholders, including government
officials, community leaders, and humanitarian organizations.
Additional Considerations:
• Cultural Sensitivity: A strong understanding of Somali culture and context,
including gender dynamics and power relations.
• Security Awareness: Familiarity with security protocols and risk management
in challenging environments.
• Flexibility and Adaptability: Willingness to work under pressure and adapt to
changing circumstances.
• Ethical Conduct: Adherence to ethical principles and a commitment to
safeguarding vulnerable populations.
• Updated CVs for all consultants including relevant work experience and
qualifications.

• The consultancy firm should be duly registered in Somalia with valid
registration documents.
10 Evaluation Criteria The consultant must meet the above-required qualifications and
experience.
✓ Valid Registration certificate from the ministry of commerce and
industry of Federal Government of Somalia. Essential- N/A for
individual consultants
✓ Tax Identification Number & Certificate from the ministry of finance
of Federal Government of Somalia which is good standing Q1 2025.
Essential- N/A for individual consultants
✓ Proven experience; Minimum three contracts from either INGOs, UN
agencies and Goverments - (30%)
✓ A technical proposal for the assessment with a detailed methodology
and work plan (not more than 15 pages). (30%)
✓ Updated CVs for all consultants including relevant work experience
and qualifications. (10%)
✓ Sustainability policy relevant of echo friendly practice and Child
safeguarding align with SCI policies (10%)
✓ Detailed financial proposal with budget breakdown and traceble bank
statements (20%).
Note: For the technical analysis, a company must score 70% and above to
be considered in the next evaluation process
