  1. About CARE International

CARE is a leading humanitarian organization fighting global poverty and providing lifesaving assistance in emergencies. Its programs go beyond meeting basic needs at the onset of an emergency to helping affected communities recover and rebuild their lives long after the crisis ends. CARE has been assisting communities in Somalia since 1981. CARE works in partnership with the government, international NGOs, civil society, leaders and local authorities in order to bring effective and lasting change to the most vulnerable communities. CARE currently works through three main program pillars: Firstly, the Education and Gender Equality pillar which builds the capacity of government institutions to provide gender responsive education services whilst building adolescents and young people’s life skills and mobilizing families and communities to support girls’ and boys’ educational pathways. It also strengthens the capacity of feminist organizations and supports their collective advocacy and action. Secondly, the Climate Justice, Food, Water and Nutrition which contributes to increased food security and an improved nutritional status of vulnerable population through increasing climate-smart agricultural and livestock production, promoting the organization of smallholder farmers and pastoralists into savings groups and cooperatives and promoting their access and linkage with finance, value chains and business development services. It also increases the availability of water for household consumption and agricultural use, helps to improve children’s and pregnant and lactating mothers’ nutritional status, and supports community contingency planning and the strengthening of early warning systems.Thirdly, the Humanitarian response pillar which provides life-saving humanitarian assistance in food, health, nutrition, WASH and education, promotes the use of information provided by early warning systems and promotes the leadership of women and local organizations in humanitarian response and decision-making. 

  1. Background to the context and rationale.

Somalia has faced significant challenges due to prolonged conflict and instability, which have adversely affected its education sector, particularly Technical and Vocational Education and Training (TVET). There is a critical need to assess the current state of TVET to inform strategies for improving skills development and employability among the youth. A consultant will therefore be required to carry out this assignment.

  1. (a)The overall objective of theassignment

The overall objective of the assignment is to conduct a rapid scoping exercise/assessment of the current status of TVET in Somalia, identifying strengths, weaknesses, opportunities, and threats.

  1. (b) Specific objective

To evaluate the relevance and quality of existing TVET programs.

To assess the capacity of TVET institutions.

 To identify the demand for different types of vocational skills in the labor market.

To recommend strategies for enhancing the effectiveness and impact of TVET

  1. Expected Deliverables:

Inception Report: Detailed work plan and methodology .

Interim Report: Preliminary findings and initial analysis

Draft Final Report: Comprehensive assessment report with findings, analysis, and recommendations

Final Report: Revised report incorporating feedback by CARE and MOECHE

Final Presentation: Presentation of key findings and recommendations to stakeholders

Once the above scoping assessment is completed, the consultant will be guided on the next steps of the assignment.

  1. Lines of communication

The consultant will report to CARE’s technical team under the leadership of the Deputy Country Director Program and the Program Coordinator for Education.

Experiences and Qualifications

The consultant/consulting firm should be experienced and have the following competencies:

Minimum Master’s degree in Education/TVET

At least over 12 years of progressive experience in Education especially in the TVET and youth employability sector.

Good program design skills, including capacity to prepare logical, coherent and consistent proposals with related budget and log frames.

Proven track record in designing, implementing and/or management of programmes related Education (focusing on Somalia).

Excellent knowledge in education sector-wide approaches, especially in Somalia.

Have excellent analytical and writing skills

Familiarity with EU requirements and capacity to work in a multi-donor environment

Fluent in English (both reading and writing)

Excellent analytic and communication skills.

Have an understanding of operating conditions in an insecure environment.
