Responsibility for Logistics arrangements and Costs
Save the Children will pay the consultant fee in installments and the consultant will cover their own logistical arrangements and costs; including food, accommodation and local transport and all cost associated with data collection work and other activities. Where an international consultant is involved, same rules and procedures will also apply.
Taxation Provisions
Consultant shall be responsible for all Taxes arising from the consultancy in line with the local Tax regulations applicable at the SCI contracting office named above.
Travel requirements
The consultant will cover their travel costs (tickets) and arrange local travel to field sites
PART I – GREEN CLIMATE FUND – SOMALIA FUNDING PROPOSAL PACKAGE

GREEN CLIMATE FUND – SOMALIA FUNDING PROPOSAL PACKAGE
Save the Children International is inviting submissions of Expression of Interest (EOI) from consultants, firms, or consortiums to undertake the development of the funding proposal package to be submitted to the Green Climate Fund (GCF) for a climate change adaptation project in Somalia.
2.1 BACKGROUND AND RATIONALE
Save the Children International is working with the Ministry of Environment and Climate Change (MoECC) in Somalia to develop a large-scale adaptation project for submission to the Green Climate Fund (GCF). The project “Addressing Somali Pastoralists’ Adaptation Needs for Climate Resilient Livelihoods (ASPAN)” will seek to achieve its objective through three outcomes:

Save the Children Somalia works in 17 of the 18 regions in Somalia with the country office in Mogadishu in addition to 14 field offices. Since November 2019, Save the Children Australia, representing Save the Children globally, is an Accredited Entity1 to the Green Climate Fund (GCF).
The Green Climate Fund2 is the world’s largest dedicated fund helping developing countries reduce their greenhouse gas emissions and enhance their ability to respond to climate change. The GCF aims to catalyse a flow of climate finance to invest in low-emission and climate-resilient development, driving a paradigm shift in the global response to climate change. GCF activities are aligned with the priorities of developing countries through the principle of country ownership. The Fund pays particular attention to the needs of societies that are highly vulnerable to the effects of climate change, in particular Least Developed Countries (LDCs), Small Island Developing States (SIDS), and African countries. Somalia is both an African country and an LDC.
Somalia is one of the most vulnerable countries in the world with increased frequency of droughts, making nomadic pastoralism an increasingly vulnerable livelihood option. About 55% of the population in Somalia has frequently been exposed to loss of income, food sources, and assets with very little time for herds to recover. Large proportions of the rural population in Somalia are nutrition and food-insecure due to high vulnerability to the impacts of climate change. Save the Children’s proposed approach seeks to implement a range of activities leading to the delivery of the following three Components:
Agriculture and dairy value chains provide livelihood support to rural communities. Currently, the supply chain of dairy products from nomadic pastoralists to urban consumers leads to significant losses of milk due to spoilage. Improvements in the value chain, through investment in small-scale community and household cooling infrastructure and improved management of the value chain, will reduce spoilage and increase income for farmers and pastoralists.
APPLICATION GUIDANCE (Lot 1 and 2)
The GCF requires a rigorous project design and comprehensive package of documents for the submission of a Funding Proposal (FP). Save the Children (SC) Somalia requires consultancy services to fulfil the following key requirements for this Funding Proposal package. SC has structured the work into key components and prefers contract a single firm, consortium, consultants, or a combination of all that have the relevant skillset and experience to deliver all aspects of the work outlined. However, Save the Children reserves the right to split the work across multiple firms or consortia if we believe that would further our ability to submit a strong proposal package to the GCF.
PART II – CORE REQUIREMENTS & SPECIFICATIONS
SCOPE OF WORK AND DELIVERABLES
Under the guidance of the Save the Children project development team, the consultancy will deliver the following tasks and deliverables, divided below according to Lot:

Taxation Provisions

Consultancy fee: The consultant will come up with his/her own rate which will be subject to negotiation within the bounds of set standards of SC in Somalia. The consultant is expected to estimate all relevant costs for the exercise, including costs for data collectors, vehicle rent, venue, stationary, and accommodation while undertaking activities related to this assignment.
Code of conduct
Save the Children's work is based on deeply held values and principles of child safeguarding, and it is essential that our commitment to children's rights and humanitarian principles is supported and demonstrated by all members of staff and other people working for and with Save the Children. Save the Children's Code of Conduct sets out the standards to which all staff members must adhere and the consultant is bound to sign and abide by the Save the Children’s Code of Conduct.
A contract will be signed by the consultant before the commencement of the action. The contract will detail terms and conditions of service, aspects of inputs, and deliverables. The Consultant will be expected to treat as private and confidential any information disclosed to her/him or with which she/he may come into contact during her/his service. The Consultant will not, therefore, disclose the same or any particulars thereof to any third party or publish it in any paper without the prior written consent of Save the Children. Any sensitive information (particularly concerning individual children) should be treated as confidential.
An agreement with a consultant will be rendered void if Save the Children discovers any corrupt activities have taken place either during the sourcing, preparation, and implementation of the consultancy agreement.
Ethics And Child Safeguarding
The consultant is obliged to conduct the research in an ethical manner making sure children are safe at all times. The consultant should seek the views of various stakeholders, including children. Efforts should be made to make the research process child-centered and sensitive to gender and inclusion. The consultant must respect the rights and dignity of participants as well as comply with relevant ethical standards and SC’s Child Safeguarding Policy and Code of Conduct. The research must ensure voluntary, safe, and non-discriminatory participation and a process of free and un-coerced consent. Informed consent of each person (including children) participating in data collection should be documented.
A contract will be signed by the consultant before the commencement of the action. The contract will detail terms and conditions of service, aspects of inputs, and deliverables.
Property right:
All data that will be collected should be considered as SCI properties and may not be used for other purposes.
Candidates interested in the position are expected to provide the following documentation:
ü A technical proposal with a detailed response to the TOR, with specific focus on the scope of work, methodology to be used and key selection criteria;
ü Initial work plan based on the methodology outlined, and indication of availability.
ü A financial proposal detailing the daily rate expected including accommodation, transportation, stationary, research assistances/enumerators and all other cost related to this assignment (full package);
ü Consultancy firm lead and associated personnel CVs including a minimum of 3 references.
