Background and context
Banadir, with special focus on areas like Kahda and Deynille continues to face a prolonged humanitarian crisis, with a substantial portion of its population, nearly 1.5 million people, residing in internally displaced persons (IDPs) camps.
These settlements encounter a range of intertwined challenges, notably in health, nutrition, and water, sanitation, and hygiene (WASH). The prevalence of global acute malnutrition (GAM) among Mogadishu's IDPs stands at 17.5%,
alongside high rates of childhood illnesses such as AWD/Cholera, suboptimal immunization coverage, respiratory infections, and inadequate infant and young child feeding practices, low ANC coverage. Coupled with issues like
insufficient access to safe drinking water and poor hygiene practices continue to further exacerbate malnutrition. Recognizing the interlinked nature of these challenges, the adoption of an Integrated Response Framework (IRF)
within Mogadishu's IDP settings is imperative. By integrating health, nutrition, and WASH interventions, this framework can address the entire spectrum of needs, spanning prevention to treatment, thereby ensuring a
comprehensive response. This integrated approach aims to foster stronger collaboration among humanitarian actors and sectors, facilitating enhanced information-sharing, joint planning, and collective accountability. The Humanitarian
Country Team (HCT) has endorsed the Integrated Response Framework as a primary modality of response for high-priority areas, with Banadir being among them.
With funding from the Somali Humanitarian Fund (SHF), OCHA, supported by the Health, WASH, and Nutrition clusters, is piloting the Integrated Response Framework (IRF) in select locations in Deynille and Kahda. This initiative will be carried out over a 12-month period through various partners implementing Health, WASH, and Nutrition activities.
The IRF partners will integrate health, nutrition and WASH interventions to support xxx (put figures) internally displaced persons (IDPs) and Host communities in location in Deyniile and Kahda districts of Banadir region. The IRF
project seeks to provide lifesaving integrated WASH, Health and nutrition intervention for children, women as well as vulnerable IDP communities in Kahda districts impacted by severe climatic shocks, coupled with those at risk of dying from malnutrition and poor access to health and WASH services.
The IRF project is multi-partners projects that aimed to cover the health, WASH and Nutrition needs in in selected location in Deynile and Kadha mainly inhabited by IDPs. The partners implementing the IRF in these location are; Mercy USA, Wardi, Aid vision
Purpose of the end line evaluation
The main purpose of this end-line evaluation is to assess the overall impact and effectiveness of integrated Health, Nutrition and WASH project in achieving its intended outcomes and objectives. It will evaluate the project's success in
delivering services, improving conditions for target populations, and meeting the needs of vulnerable communities as initially planned. This evaluation will also help identify key lessons learned, best practices, and areas for improvement
for future programming.
Objectives of the end-line evaluation
 Evaluate Project Achievements Against Initial Objectives and Targets: Assess the extent to which the project achieved its initial objectives, delivered planned activities, and met the targets set for health, nutrition, and WASH
services. This will involve comparing actual outcomes to the project’s original goals and identifying any significant deviations.

  A technical proposal detailing how S/he plans to implement the Endline survey.
 Financial proposal for the entire consultancy or Annex (A)
 A detailed work plan indicating the activities for the entire Endline survey.

Reporting and Communication
The SHF team be informed about the evaluation process, with relevant clusters copied on all communications.

 Annotated photographs with consent forms filled where relevant.

 And other relevant files, documents and tools used during the evaluation exercise.
4. Deadline for submission of bids
The invited bidders are required to submit their quotations at the WARDI main office Mogadishu situated.
in along Laami yare road immediately after the Aden Ade hospital Mogadishu office, Buloxubey, Wadjir district, Banadir region of Somalia.
Original sealed envelopes with quotations should be dropped at the above-mentioned office address on 01 of July 2025 latest at 4:00 pm.
