Terms of Reference (ToR) for mapping and review of the DRM Stakeholders, and EWS, Actors in Somalia.
Somalia is facing a complex humanitarian crisis due to recurring climate shocks, exacerbated by factors such as inter-clan conflict, prolonged insecurity, and weak governance. This has severely impacted pastoral and agro-pastoral communities in Southwest Somalia, leading to acute food insecurity and deterioration of livelihoods. Early warning and emergency response mechanisms in Somalia are not adequately tailored for pastoralist groups, and there is a significant lack of meaningful early warnings for these communities regarding climate-related risks and conflict occurrences. The AART project targets vulnerable groups along transhumance corridors in Southwest state districts of Baidoa, Wajid, Burhaka, Wanlawayn and Afgoi to enhance their preparedness, early action capabilities, and climate resilience. The project will develop early warning systems and anticipatory action plans tailored to the needs of pastoralist, agro-pastoralist groups, and IDPs. It will also facilitate the adoption of selected climate-smart food production technologies and practices, improve coordination and foster cohesion among communities susceptible to climate impacts, and strengthen pastoralist/farmer-managed natural regeneration along the transhumance corridors. It will enhance the capacities of authorities and entities at regional and national levels engaged in Disaster Risk Management (DRM) and Early Warning Systems (EWS) for early warning and anticipatory actions. It will also promote gender-responsive and inclusive approaches throughout, including in design, implementation, and monitoring.
The AART project aims to increase preparedness and strengthen climate Resilience for Climate-Vulnerable Agricultural and Pastoral Communities and IDPs Along Transhumance Corridors in conflict-prone regions of Somalia.
The AART project is mapping the EW and DRM stakeholder landscape in Somalia and
conducting a participatory stakeholder analysis of gaps and capacity development
needs in existing community (formal and informal) EWS and DRM mechanisms, as well
as crisis management tools along the transhumance corridors. It is also identifying and
engaging partners for developing an EWS tool/product as well as harmonizing the
fragmented early warning system in Somalia, including DRM and EWS actors mapping workshops.
Effective management of disaster risks (DRM and early warning systems (EWS) is essential for enhancing community resilience, particularly along transhumance corridors. This TOR outlines the objectives of activities and expected outcomes for mapping the DRM stakeholders and organizing a workshop for stakeholder engagement at both federal and state level.
1- Objectives of the Assignment
The specific objectives of the terms of reference are to:
• Mapping of EW/DRM stakeholders: Conduct a comprehensive mapping and assessment of the EW/DRM stakeholder landscape through participatory analysis. Likewise, identify and analyze existing formal and informal EWS systems, approaches, and DRM mechanisms at both the federal and state level.
• Coordinate national level EW/DRM stakeholders’ workshop: facilitate a national workshop while consolidating the workshop’s key discussion areas, inputs from all stakeholders, and actions points. Additionally, the workshop should also raise discussions on national anticipatory action issues in line with current context with specific focus on Southwest state.
• Analysis who/what/where: Identify strengths, weaknesses, gaps, and the current capacity within the existing EW/DRM systems, approaches, and tools, including issues related to accessibility, functionality, effectiveness, and inclusivity. This analysis will include who is working on what and where they are working. And if so, how functional is the EW system/approach.
• Develop summary of key recommendations, and ways forward: Develop recommendations for enhancing, and strengthening early warning systems to improve preparedness and resilience.
2- The Scope of Work
The consultant shall:
- Conduct a comprehensive mapping of EW stakeholders involved in DRM and EWS systems, analyze the existing community mechanisms (both formal and informal), crisis management tools in place.
- Lead, organize, and execute a national-level DRM and EWS workshop for federal and state-level stakeholders in coordination with the relevant government lines ministries, UN agencies, Regional EW institutions, and other relevant institutions.
- Facilitate discussions by utilizing findings from the mapping to inform the workshop.
- Develop analytical reports that include both EW stakeholder mapping and the national EW workshop) including a concrete action point and recommendations.
- The consultant will be required to travel to state level discussions to undertake the assignment at the state level,
3- Methodology
The consultant will deploy mixed methodology but will mainly focus on literature reviews, document reviews, reports from SODMA, MOHADMA, UN, and NGO reports, participatory workshops, stakeholder mapping, FGD meetings, field visits, system
reviews. But the assignment doesn’t require a beneficiary survey. It should also be aligned with ongoing efforts and initiatives such as the existing coordination mechanism; the hydromet working group as well as the EW4ALL/ anticipatory initiative/
Documents review: to Establish a baseline understanding of existing EW mechanisms; Analyze existing reports, policies, and frameworks related to DRM and EWS/Anticipatory approaches to identify formal and informal mechanisms and tools.
➢ Meeting government stakeholders: Conduct meetings, with government stakeholders, NGOs, LNGOs, and UN agencies
➢ Stakeholder Analysis workshop: to identify and categorize stakeholders involved in DRM, EWS systems and Anticipatory approaches; Use a matrix to classify stakeholders based on their work/approach/location, and interest/donor type.
➢ Discuss strengths, weaknesses, and capacity development needs.
4- Workshop facilitation methodology
- Workshop Design: Develop a detailed agenda that includes presentations, breakout sessions, and interactive activities to encourage participation.
- Interactive Sessions: Incorporate interactive methods, such as brainstorming sessions and role-playing exercises, to stimulate creative thinking and engagement and foster collaboration and generate actionable recommendations.
- Real-time Feedback Mechanisms: Capture insights and suggestions during the workshop by implementing digital feedback tools to gather participant input in real-time.
- Synthesis of Findings: Develop a comprehensive report of workshop outcomes
5- Expected Outcomes and Deliverables of the TOR
- Comprehensive EWS stakeholder mapping report: A clear understanding of the roles and ongoing programs of stakeholders involved in DRM, anticipatory action plans, and EWS system in both national and state level in particular for SWS State.
- EW/DRM stakeholder matrix/4W analysis: Identify strengths and weaknesses in formal and informal EWS and DRM mechanisms/approaches along transhumance corridors. With additional focus on anticipatory action plans process.
- Increased Stakeholder Collaboration: Develop improved EW/DRM stakeholder engagement strategy/plan.
6- Deliverables
A detailed report that includes:
• A comprehensive analysis report on existing EW/DRM stakeholders, EW systems, approaches, that reflects/ (capture details on existing EW systems, strengths, gaps in the current systems with practical recommendations and action points).
• A brief presentation/two-page summary that summarizes key findings and recommendations to be shared with stakeholders. Including brief feedback and guidance for AART program staff/relevant line ministries on how EW systems can be sustained.
• EW/DRM stakeholder matrix/4W analysis: that can be updated annually.
7- TOR Schedule/Timeline
The Consultant must submit a timeline of activities as part of its proposals
The expected timeframe of the TOR assessment is 24 working days.
Professional Experience/ requirements
• The consultant should demonstrate strong knowledge and experience, covering mapping of DRM and EWS mechanisms, systems and practical experiences on Anticipatory Action plans/Anticipatory protocols.
• The consultants who have practical work experience or training on EW systems, EW institutions, and relevant government institutions are highly appreciated.
• Significant years of practice with EW/DRM mechanism approaches, including proven years of experience with relevant national/government institutions.
• The consultant should have a minimum of over 5 years of working experience with pastoralist and agro pastoralist communities in Somalia.
• The consultant should have at least a degree in disaster risk management/relevant courses, but having an Msc in a similar field is encouraged.
• The consultant experience should also include skills and expertise required to design, plan, and conduct workshops and mapping assessments.
• Good experience handling workshops.
• Must be Somali national, fluent in Somali language, and can present in workshops.
• Past experience in similar assignments with climate resilience programs are encouraged.
