Terms of Reference (TOR) for Hospital Management and Administration Training Program
Background:
The Swiss Agency for Development and Cooperation’s (SDC) Private Sector Partnerships in
Health (PSPH) programme follows a Market Systems Development (MSD) approach, aiming to
provide Somali citizens, including disadvantaged groups, with better access to quality and
affordable health services. PSPH focuses on developing, testing, and assessing pro-poor
healthcare financing mechanisms and ensuring that organized private service providers deliver
quality and inclusive health services across the country. DT Global implements the programme
on behalf of SDC, partnering with the Somali Research and Development Institute (SORDI) and
the Swiss Tropical and Public Health Institute (Swiss TPH). PSPH is managed as a unified
programme under the Technical Director.
It is common in Somalia and Somaliland that private hospitals are owned and managed by
clinicians who received professional medical training but no formal business or economics
training. The Hospital Management and Administration (MHA) training program, organized for
private healthcare service providers in collaboration with the Private Sector Partnerships for
Health (PSPH) project, aims to equip healthcare professionals with essential skills and
knowledge to effectively manage their facilities, to increase access to quality and affordable
healthcare to the mass market. Participants will gain insights into various aspects of hospital
management and administration, enabling them to enhance organizational efficiency and
improve patient care, customer satisfaction, and ultimately, health outcomes.
Objectives for Participants
The training program aims to equip participants with essential knowledge and skills in healthcare
management, leadership, and operational efficiency through interactive sessions and practical
exercises, empowering them to enhance their performance and contribute effectively to the
success of their healthcare organization.

and healthcare administration practices.

2. Skills: Develop the critical leadership, organizational development, and management
skills essential for effective healthcare management.
3. Application: Apply best practices in hospital management, focusing on quality
improvement and patient-centered care.
Approach:
• This is intended to be a one-day face-to-face group training for several clients at once, to
take advantage of efficiencies in delivery of common subject material. This follows the
concept of “batch consulting”, where a group of clients enters together to gain an
understanding of the fundamentals, but then exits individually with customized output
and one-on-one follow up.
• This is intended to be a classroom training that covers key aspects of hospital
management in the first session, ending with attendees completing a workbook with their
organization’s data in the second session. There will be an on-site lunch break in
between. The trainer will then follow up with individual site visits.
Scope and Proposed Curriculum Outline:
The scope for this one-day Hospital Management Training shall cover:
• Fundamental aspects of healthcare management and leadership
• Hospital financial management, including insurance claims processing
• Operations management such as Admissions and front desk, Supply chain, Equipment and
maintenance, Clinical quality control and Hospital waste management
• Human resource management, staffing, and organization
• HMIS
• Hospital communications, both internal and external, and customer care
Target Audience:
• CEOs, managing directors, hospital operations directors, senior clinicians, and other senior
managers of PSPH client facilities and PSPH-supported hospital network members.
• Organizations may send multiple trainees but follow up visits will be conducted with the
participating organization, not the individual trainees.
• This training is particularly relevant for those with advanced clinical education but no
formal business education.

• It is estimated that each training will be delivered to up to 20 individuals. Training for
hospital network members may accommodate more.
Place of Performance:
The trainings shall take place in Mogadishu Somalia at a secure venue convenient for gathering a
group of participants. It may be repeated upon demand in different locations.
Responsibilities:
• Trainer(s): Design training materials and workbooks, deliver training sessions, organize
and conduct post-training site visits, and collect evidence of uptake (behavior and
business changes) attributable to the training. The trainer is intended to be an independent
consultant based in the location of the training/trainees. The trainer must be bilingual in
English and Somali (both verbal and written).
• Participants: Actively engage in training activities, participate in site visits, and apply
learnings to their respective roles.
• PSPH: Organize the training sessions and facilitate collaboration and coordination
between participants and hospital partners.
Reporting:
• Progress reports will be submitted by the trainer to the Team Leader and PSPH
Intervention Managers.
• Participants will be required to provide feedback on the training program and site visits.
• A final report from the trainer will be required after the completion of follow-up site visits.
Expected Results:
• Enhanced customer focus, leadership, management, and administrative skills among
participants.
• Improved quality of patient care and service delivery in healthcare facilities.
• Increased access to quality and affordable healthcare for the mass market, ultimately
measured by increased footfalls at participating facilities.
Deliverables:
1. Training materials, workbooks, and supporting resources.
2. Pre- and post-training assessments of participants' knowledge and skills in the subject
areas.

3. Completed training workshop evidenced by sign-in sheets and completed/analyzed
participant feedback forms.
4. Post-training site visit to each participating hospital.
5. Draft final report including evidence of uptake and use of knowledge gained at the
training workshop.
6. Final report incorporating feedback and presentation to PSPH.
