TERMS OF REFERENCE Feasibility Study
Project title: SOM 1092-24 Somali NGO Alliance for better living conditions for women and marginalized communities in Somaliland
Deutsche Welthungerhilfe e. V. is one of the largest non-governmental organisations in Germany operating in the humanitarian assistance and development fields. In Somaliland, Welthungerhilfe focuses on the sectors of Agriculture, Environment, WASH, Nutrition promotion, and Economic development. Civil Society Empowerment is at the center of our action; thus, we intend to implement our program with local NGOs.
Welthungerhilfe in cooperation with program partners submitted a project idea to BMZ for the funding line Private Agencies and the idea has got acceptance by BMZ. However, BMZ requires a feasibility study.
Purpose and focus of the Consultancy
The main purpose of this assignment is, to do an independent and thorough analysis of the proposed actions and evaluate their feasibility to realise project outcomes taking into account the given resources and reality on the ground. The consultant is also expected to propose alternative feasible action/s and give recommendations for the development of the proposal. An independent and critical view on the project idea as well as practical recommendations are wished to improve project concept and approach.
1. Scope of the Feasibility Study
The study aims to appraise the concept for a project on “SOM 1092-24 Somali NGO Alliance for better living conditions for women and marginalized communities in Somaliland” planned duration 01/07/2025 - 30/06/2028 with a total budget of 1,600,000 €. The project will take place in Somaliland targeting different regions and districts (Togdheer, Sanaag, Sahil, Maroodi-Jex). The project will be implemented jointly in consortium by the local partners.
The planned project will mainly focus on the areas of food security, Nutrition & Health, Civil Society and Social Empowerment and strengthening the partner organizations. The aim of the planned project is to improve living conditions for women and marginalized communities in Somaliland (3000 women directly, 20,000 people indirectly).
Outcomes:
- Strengthening civil society,
- Improved economic conditions for vulnerable women,
- Combating malnutrition,
- Promotion of marginalized communities.

Selection Criteria
Welthungerhilfe will prioritize the quotations as follows:
Tenderers not providing the requested quotation including prices as requested will be automatically excluded from this competition.
The following ranking criteria’s will be considered for the contract granting:
• 60% Technical quality
Experience and expertise, Methodology, Understanding of the assignment, expected Deliverables, Timeline, Company`s profile and Document quality.
Only those which are scored 40% and above for the technical proposal (out of 60%) will be considered for further evaluation.
• 40% Financial quality
Final decision will be made after a short interview of the short-listed candidates.
1. Terms and Conditions of Contract / Purchase Order
The contract may not be awarded to candidates or tenderers which, during the procurement procedure:
(1) are subject to a conflict of interests;
(2) are guilty of misrepresentation in supplying the information required by the Contracting Authority as a condition of participation in the contract procedure or fail to supply this information.
