Tender Description

Terms of Reference (TOR)
Comprehensive Vegetable Value Chain Analysis in Afgoye to Identify Gapsand Opportunities for Farmers and Other Stakeholders

  1. Introduction
SHACDO, in partnership with Concern Worldwide, through the EU BREACH (Boosting Resilience and
Adaptation to Climate Change) project, is supporting climate adaptation and durable solutions for
Displacement Affected Communities (DACs) in the Shabelle River Basin, in collaboration with NRC,
CWW, and local authorities in Afgoye, Somalia. The programme addresses the climate crisis and
shocks that have driven increasing numbers of IDPs from rural to urban areas, often leading to
tensions over limited resources with host communities.
DACs, including IDPs, returnees, and vulnerable populations, are central to the programme, which
focuses on those at risk of Housing, Land, and Property (HLP) violations, lacking sustainable
livelihoods, and without access to basic services. Recognizing that climate change and migration
disproportionately impact women, girls, people with disabilities, and minority clans, the programme
promotes inclusion through community sensitization and engagement to ensure these groups
    participate meaningfully in all interventions.
  2. Rationale
Afgoye, located in southern Somalia, is a significant agricultural area where vegetable farming plays
a critical role in the livelihoods of local farmers. However, farmers face several challenges, including
low incomes, post-harvest losses, and weak market systems. The need to strengthen the vegetable
value chain is crucial to enhance farmers' income, reduce losses, and improve overall market
    systems.
A comprehensive value chain analysis will help identify gaps and opportunities for intervention that
should support improving market access, reducing post-harvest losses, and lowering production
costs through better storage, handling techniques, e.g., grading and sorting, and sustainable farming
practices. By fostering collaboration among input providers, farmers, wholesalers, and marketers,
the project will boost farmer incomes, strengthen the local agricultural economy, and contribute to
food security and sustainable development in the region.
Farmers face limited sustainable livelihood opportunities due to recurrent shocks and stresses, and
repeated and protracted displacement. DACs in the Afgoye district lack the capital, knowledge, and
skills to lift themselves out of extreme poverty. Added to this, despite the district’s reputation as the
breadbasket of Somalia and the fact that markets are generally functional, value chains for
agricultural produce are under-developed and do not allow farmers to adequately utilise and
maximise the value of their produce, and DACs find it difficult to integrate into market systems
which would better meet their needs or to take advantage of existing or new opportunities.
