INVITATION TO BID FOR CONSULTANCY

Save the Children International (SCI) Somaliland program hereby invites interested consultants to bid for the consultancy assignment detailed below.

Title of Consultancy

TERMS OF REFERENCE FOR THE DEVELOPMENT OF AN INVESTMENT CASE FOR SOMALILAND COMMUNITY HEALTH STRATEGY.

SCI Contracting Office

Save the Children, Somaliland

Period of Consultancy

4 months starting from contracting date.

Consultant type required

Individual or Firm

Responsibility for Logistics arrangements and Costs

The consultant will be responsible for organizing logistical issues with no facilitation from SCI as per the consultancy agreement.

Taxation Provisions

Consultant shall be responsible for all Taxes arising from the consultancy in line with the Somaliland Tax regulations applicable at the SCI Hargeisa Office

Travel requirements

Consultant will manage all travel & any logistics costs may be required.

Security requirements

If the consultant is foreigner, he/she will comply with standard Save the Children Security procedures, including the completion of SCI online security training prior to travel to Somaliland

Experiences and Qualifications

Qualification and Experience

Individual consultants and companies are eligible to apply this consultancy service. However, the applicant must have the following profiles.

• Post-graduate qualification or advanced study in public health, Health systems, health economics, health policy and management or other relevant field of expertise.
• At least five years of proven work experience at national and international levels in planning and costing of community health or child health programmes in developing countries
• At least five years proven work experience with health systems and/or Community Health programmes in low- and middle-income countries, including health management information systems.
• Excellent communication, oral and written, skills
• Demonstrated ability to produce high quality evaluation and/or analytical reports
• Good team player with ability to work independently and under considerably tight deadlines with a creative thinking, drive for results and strong commitments.
• Good inter-personal relationship even in adverse work environment.
• Work experience in Somaliland/Somalia, or similar contexts, is an added advantage.
• Excellent oral, and effective presentation and report-writing skills
