Short-term consultant staffs: Engineering consultancy to strengthen the local manufacturing activities in Somalia

Date: 27th May 2024

  1. Background

The Somali Response Innovation Lab (SomRIL) is an inter-agency partnership. It seeks to create and apply effective innovations to enhance the impact of humanitarian and development interventions to improve the resilience of the Somali people. This is achieved through providing a supportive and safe environment where NGOs, the private sector, UN agencies, government and academia can share specific challenges they face when delivering humanitarian and resilience programming, and identify innovative solutions which can be brought to scale. The SomRIL is part of the Global Response Innovation Lab partnership whose founding members include World Vision, Save the Children, Oxfam, Civic, and Danish Refugee Council. The SomRIL is hosted under the Somali Resilience Program (SomReP), which is a consortium of eight NGOs – World Vision, Action Against Hunger, ADRA, CARE, COOPI, Danish Refugee Council, Oxfam, and Shaqadoon. 

One of the core mandates of SomRIL is to continuously strengthen the local innovation ecosystem by regularly updating the local ecosystem directory, and dynamic ecosystem mapping. In order to strengthen the key project needs of SomReP/SomRIL’s existing project activities, SomRIL is seeking for technical experts for supporting different local engineering works in Somalia. The aim of the consultancy or short-terms consultant staff is to strengthen the capacity of the local engineers in Somalia engaged in the SomReP/SomRIL project by bringing-in the top-notch global and regional engineering expertise to guide the local manufacturing process.

  1. Objective

The objective of this consultancy is to provide engineering support to SomRIL’s manufacturing activities. This will ensure the efficient and effective production of high-quality goods.

  1. Scope of Work

The consultant(s) will be responsible for the following tasks:

Ø  Review SomRIL’s project focused on promoting the local manufacturing processes and procedures. This includes understanding the current production processes, equipment capabilities, and quality control measures.

Ø  Identify areas for improvement. Analyse the manufacturing processes to recommend ways to enhance efficiency, quality, and cost-effectiveness.

Ø  Provide technical guidance and support to SomRIL’s manufacturing stakeholders. This may involve training local stakeholders on new techniques, troubleshooting production problems, and assisting with the implementation of improvements.

Ø  Liaise with SomRIL and SomReP technical team and designers. Ensure clear communication and collaboration between design and manufacturing functions.

Ø  Prepare technical reports and documentation. Document findings, recommendations, and implemented improvements.

 

  1. Deliverables

Ø  Inception report outlining the consultant's understanding of the project and proposed approach.

Ø  Report on the review of SomRIL’s focus on strengthening the local manufacturing processes, including identified areas for improvement.

Ø  Recommendations for improving efficiency, quality, and cost-effectiveness in manufacturing.

Ø  Documentation of any training provided to SomRIL team.

Ø  Technical reports on implemented improvements.

Ø  Final report summarizing the consultancy's findings and recommendations.

Experiences and Qualifications

Consultant Qualifications

Ø  Bachelor's degree in engineering, social science, or a related field from a reputed university

Ø  Minimum of 3 years of experience in a manufacturing environment.

Ø  Experience in providing technical support and guidance to manufacturing staff.

Ø  Technical expertise in collaborating with global networks like Internet of Production Alliance and Field Ready

Ø  Excellent communication and interpersonal skills.

Ø  Ability to work independently and as part of a team.

Ø  Experience working in a developing country context particularly Somalia’s manufacturing landscape

Ø  Knowledge of Somalia and the Somali context (desirable).

  1. Timeframe

The consultancy is expected to be completed within 52 weeks, starting on the 1st of July 2024

  1. Reporting

The consultant will report to the SomRIL Lead during the time of consultancy assignment

  1. Payment

The consultant will be paid a fee of [amount] according to the following schedule:

Ø  20% upon commencement of the consultancy

Ø  10% upon delivery of the inception report

Ø  40% upon delivery of the final report

Ø  30% based on successful completion of the consultancy

  1. Confidentiality

The consultant will treat all information obtained during the course of this consultancy as confidential.
