We support children’s rights from birth until they reach adulthood and enable children to prepare for and respond to crises and adversity. We drive changes in practice and policy at local, national, and global levels using our reach, experience, and knowledge. For over 85 years we have been building powerful partnerships for children, and we are active in over 87 countries.
About Plan International Somalia/Somaliland
Plan International Somalia/ Somaliland (‘Plan’) commenced operations in 2019, based in Hargeisa, focusing on promoting children’s rights and equality for girls and young women within its humanitarian, protection, and development programming portfolio. Plan’s operational presence with implementing local partners with the priority technical sectors include child protection and female genital mutilation/cutting (FGM/C) abandonment, gender equality, multi-purpose cash assistance (MPCA), water, sanitation, and hygiene (WASH) and education. Over the past three years, the grant portfolio has expanded and we are seeking to further understand funding landscape. In addition, Plan International is in the process of developing a new organizational strategy for the period 2024-2028. The new strategy is to ensure that Plan International maintains its relevance and effectiveness in this competitive environment to avoid overlap of goals and objectives with other players.
Plan International is embarking on aggressive fundraising efforts in order to effectively implement its strategy and diversify its donor base. In connection with this, there is a need to sharpen the current resource mobilization ambition.
Objectives of the Role:
Plan International is seeking the services of a consultant to conduct a donor mapping to feed into the updating of the resource mobilization strategy. In addition to the traditional donors in the sector-specific attention should be looked into emerging opportunities in Somalia and multi-country opportunities in the region and case studies of successful sourcing of funds from financial institutions like the World Bank, the Islamic Development Bank and the African Development Bank (AfDB).
Key deliverables:
Deliverable 1: Agreed work-plan and Report format: To ensure clear expectations and consistent deliverables, this assignment will be guided by a mutually agreed-upon work plan and standardized reporting format. The consultant will provide a clear work plan outlining the steps & time to complete the assignment.
Deliverable 2: Financial Institutions Case Studies: Analyze successful projects and funding models by leading financial institutions like the World Bank, Islamic Development Bank, and African Development Bank (AfDB).
Deliverable 3: Identifying Potential Donors: This includes both traditional donors within the relevant sectors and new prospects, specifically in Somalia for emerging opportunities. These are including multi-country opportunities, regional funding and collaborations.
Deliverable 4: Areas of Interest for Donors: Following the identification of potential donors, this deliverable will pinpoint specific areas within Somalia/Somaliland that might be of interest to these donors. The consultant will provide a brief summary for each area of interest.
Deliverable 5: Detailed donor mapping report: The consultant will create a comprehensive report outlining the identified potential donors, their areas of interest in Somalia/Somaliland, and any relevant information for donor engagement. This report will serve as a roadmap to inform future outreach and resource mobilization strategy.
Timeframe
The expected completion timeframe for this assignment is forty-five (45) days
