CONSULTANCY TO ESTABLISH DRIP IRRIGATION SYSTEMS IN SELECTED FARMS IN THE KISMAYO AND LUUQ DISTRICTS

BACKGROUND INFORMATION

 

Norwegian Refugee Council (NRC) has been present in Somalia since 2004. Over these years, the Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in working with displaced and host community populations, providing protection and humanitarian assistance to internally displaced persons, returnees, refugees and poor host communities with strategic programming priorities focusing on Shelter, WASH, Education, Livelihood & Food Security, Protection, and Information, Counselling, and legal assistance (ICLA).

 

Jubaland Somalia has been on the path to recovery from the adverse effects of the 2021/2022 drought and famine as well as the recent Deyr season El Nino phenomenon heavy rains/floods of 2023. In Jubaland Somalia, NRC is implementing one-year Norad-funded project in Kismayo, Lower Juba region and Luuq, Gedo region, to improve the capacity of the farmers on climate smart production techniques and technologies. In both districts, NRC is establishing solar-powered irrigation systems to improve climate resilient Food production, Nutrition & Income Security. Two irrigation systems will be established / extended in Qamqam and Yontoy villages in Kismayo district and one irrigation system will be established in Jazeera village, Luuq town. These systems will improve farmers access to water for agriculture and livestock. The sizes of the farms are in the technical documents (designs) that will be provided to the consultant during the bid collection.

 

Application and Required documents.:

REQUIREMENTS
NRC seeks to invite qualified consultants/firms who meet the following requirements to submit their detailed proposal on how to undertake the assignment.

  • The consulting firm must be registered by the relevant authorities existing in their country of origin (Proof required).
  • The firm must have at least three years of undertaking similar works in Arid and Semi-Arid Lands among agro pastoralists and/or pastoralists in the Horn of Africa preferably in Somalia.
  • The firm must provide the Curriculum vitae of the technical engineer (s) who will be undertaking these works. The Engineer must have at least a degree in Agricultural engineering, water and environmental engineering or any other relevant engineering training qualification coupled with three years’ experience doing similar work.
  • Possess and provide necessary resources to undertake works of such magnitude including equipment, personnel and ability to mobilize them on short notice.
  • Submit designs & detailed Bills of Quantities, technical and financial proposal on how they are going to undertake the assignment in line with the deliverables as stipulated in the TORs, Pre- set-up fees, professional fees, subsistence reporting costs. Please note all costs must be broken down into details (no lump sums, no contingencies etc.)
  • The quoted prices should have a validity period not less than 8 months and not exceeding 12 months.
  • The winning bidder will need to comply to the operational procedures for Somalia government or to the Jubaland State administrative procedures.
