TERMS OF REFERENCE
CONSULTANCY FOR SOMALI HUMANITARIAN HUB GOVERNANCE STRUCTURE REVIEW AND BASIC POLICY DEVELOPMENT
1. About the Somali Humanitarian Hub
The Somali Humanitarian Hub (SHH) is a locally led humanitarian hub for civil society innovation and development with a current membership of 10 organizations, comprising 8 local and 2 international NGOs. SHH is advancing the vision of a locally led and proactive humanitarian system centered around disaster affected communities. SHH is hosted by one of our member organizations, Taakulo Somali Community (http://www.taakulo.org/). The hub is affiliated with Start Network, a global humanitarian network of hubs tackling the biggest systemic problems that the humanitarian sector faces. SHH’s hub development journey began in 2022 and is currently in the Incubation Phase. At this stage of the hub journey, SHH focus is on 3 key areas; Governance, Strength of Network and Sustainability of Programs and Projects. SHH packaged solutions are centered on:
● Community-based response models in Anticipatory Action (AA) and Early Action (EA)
● Leveraging innovations and technology in Early Action and Anticipatory Action
● Inclusive locally-led humanitarian system
● Harnessing and amplifying the voice of communities and local actors
2. Objectives of the Assignment
The objectives of this assignment are to:
3. Scope of Work
The consultant will work closely with the Hub Coordinator and Hub Board Chairperson to develop a governance structure that takes into account the unique needs and priorities of SHH, while also ensuring that the structure is aligned with best practices in governance as well as Start Network governance.
The consultant will also provide guidance on key areas such as decision-making processes (in the form of an organogram), communication and information-sharing, conflict resolution, financial management and monitoring and evaluation of the performance of the hub, hub host and hub member organizations.
Specifically, the consultant will undertake the following tasks:
§ Defined roles and responsibilities of members, leadership and committees
§ Clear decision-making processes that are inclusive, transparent and accountable.
§ Clear communication and information sharing channels amongst members, leadership and committees.
§ Comprehensive conflict resolution mechanisms.
4. Deliverables
The consultant is expected to deliver the following high-quality outputs:
1. Inception Report
· Detailed work plan, methodology, and timeline for the consultancy.
2. Diagnostic Report
· A summary report of the findings from the document/desk review and member/stakeholder consultations
3. Draft governance structure document and basic organization policies/manuals
4. Governance and Basic Policy Review Workshop Report
· Summary of member and stakeholder inputs, comments, and recommendations collected during workshops for the draft documents.
6. Final governance structure with implementation plan
7. Final basic organization manual/policies with roll-out plan.
Expertise of the Consultant
Consultant Qualifications and Experience
The consultant or consulting firm should meet the following qualifications and experience requirements:
· Educational Background
Advanced degree (master’s or higher) in Social Studies, Public Administration, Development Studies, Business Administration or relevant fields
· Professional and Technical Experience

This assignment is expected to take a maximum of 6 weeks.

8. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
· Technical approach, methodology and Relevant experience and qualifications, Timeliness and feasibility of the work plan (60%)
· Cost-effectiveness of the financial proposal (40%)
