Terms of reference for a consultant to conduct a Joint multi-sectoral needs assessment.

Locations: The requirements evaluation will concentrate on the following Somalia project locations, as listed below:

 

Beledweyne, Diinsoor, Qansax-dheere, Afmadow, Jowhar, Baydhaba Gaalkacyo, Cabudwaaq, Dhuusamarreeb and Cadaado districts- Somalia.

▪         INTRODUCTION AND BACKGROUND

Diakonie Katastrophenhilfe Somalia (DKH)

Diakonie Katastrophenhilfe is a German non-government organization (NGO) that renders humanitarian aid in 31 countries across the world. DKH supports people who are affected by natural disasters, war, and displacement and who are not able to cope on their own in the emergency they find themselves in. DKH focuses on locally-led responses by working through a global network of partner organizations. Fostering localized humanitarian action and an equal partnership approach lies at the very core of our work.

 

As Diakonie Katastrophenhilfe is not directly implementing humanitarian projects, we are committed to equitable and long-term partnerships, which strengthen local partner organizations’ administrative and technical capacities. Diakonie Katastrophenhilfe constantly seeks to facilitate mutual learning and capacity exchange, identify innovative and tailored models of cooperation, and shift power to partners and communities through the transfer of decision-making opportunities.

 

DKH’s projects are funded through donations, a percentage of the annual income of sister agency ‘Bread for the World’, collaborations with other aid agencies such as Caritas International, as well as institutional donor funds such as the German Federal Foreign Office (GFFO) and the Federal Ministry for Economic Cooperation and Development (BMZ). DKH is also a recognized cooperation partner of the ECHO, the Office for Humanitarian Aid of the European Commission, as well as of EuroAid, a network of European non-governmental organizations specialized in food aid and food security.

 

In Somalia, DKH has been running intensive relief programs for more than twenty years. In recent years, DKH and its local partner organizations implemented also transitional aid programs. In close cooperation with its local partner organizations, DKH works across several sectors including WASH, Shelter/Non-Food Items, CCCM, Education in Emergencies, Food Security, and Livelihoods with integrated Cash Voucher Assistance, wherever feasible.

Welthungerhilfe WHH

Welthungerhilfe (WHH) is one of Germany’s largest INGOs focused on humanitarian assistance and development. Established in 1962 as part of the global "Freedom from Hunger" campaign, Welthungerhilfe envisions a world where everyone lives a self-determined life in dignity and justice, free from hunger and poverty. Since its inception, it has supported more than 12,128 projects in 72 countries. Active in Somaliland since 2001 and having expanded to South/Central Somalia in 2022, Welthungerhilfe focuses on resilience-building and local humanitarian leadership. WHH programs address food security, nutrition, agriculture, WASH, and infrastructure rehabilitation, particularly in response to the drought crisis affecting regions like Mudug, Galgadud, Bay, and Hiran.

▪         The Goal and Scope of the need assessment

The need assessment aims to provide an objective analysis of the affected population and communities living in the assessment areas mentioned above in Somalia to enhance future program planning and relevance and to identify the most needed or affected locations based on the assessment findings.

▪         To provide a detailed overview of the current humanitarian needs and existing gaps of the population affected by Socio-economic Problems and natural hazards in regions by sector and across sector. (WASH, Food Security and Livelihood, Education, Protection, Health and Nutrition) in the target locations.

▪         To Provide a detailed overview of the magnitude and severity of the humanitarian needs among the hard-to-reach areas in target locations.

▪         To map the humanitarian & developmental actors that exist in this location and the services they provided to the affected population.

▪          To identify the cross-cutting needs, including Gender, inclusion, and peacebuilding.

▪          To determine existing community resources and the appropriate humanitarian assistance interventions that Diakonie/WHH and its partners can provide to affected communities.

 

▪         METHODOLOGY

The evaluation methodology will be proposed by the evaluator after a thorough study of TOR’s requirements. The evaluator is expected to use a mixed-methods approach and/or the Most Significant Change Technique (MSCT), collecting both qualitative and quantitative information from targeted households and communities. Therefore, affected communities are housed in IDP camps as well as host communities. Quantitative data will be collected using a household (HH) questionnaire, and key informant interviews will be administered with community/camp leaders and market traders (wholesalers and retailers) to better understand the existing gaps, needs, and priorities of communities to address gaps in service provisions. Similarly, qualitative data will be collected through separate focus group discussions (FGDs) with different groups (men and women, boys. girls, and disabilities).

 

▪         Duration of the data collection

The data collection phase is expected to begin immediately upon finalization of the assessment tools and team mobilization. The process should be completed within a reasonable timeframe to ensure timely analysis and reporting. Throughout the data collection, all primary data must be systematically gathered to enable disaggregation by gender, age group, disability status, and other relevant vulnerability criteria. This approach is critical to ensuring that the assessment reflects the diverse needs and experiences of different population groups, particularly those who are most at risk or marginalized.

Field teams must adopt inclusive and ethical data collection practices, ensuring meaningful participation from all segments of the community, including women, children, persons with disabilities, elderly individuals, and other vulnerable groups.

Following the completion of data collection, adequate time should be allocated for data cleaning, validation, analysis, and report writing. The final comprehensive assessment report, including disaggregated findings and actionable recommendations, is expected to be completed and submitted no later than 30 September 2025.

Experiences and Qualifications

The consultant is expected to meet the following specifications:

▪          At least a Master’s degree in Public Policy, International Development, Development

Economics/Planning, Economics, International Relations/ Diplomacy, or any other relevant university degree;

▪          Extensive expertise, knowledge, and experience in the field of aid effectiveness and aid management process-related issues, including governance and electoral support programs and management in developing countries – especially in All federal state members in Somalia demonstrated by evaluation previously performed;

▪         Experience in project formulation and evaluation and practical experience of the project needs assessment evaluation in Somalia or a similar context;

▪         Excellent written and verbal communication skills in English;

▪         Experience in the local Somali language will be an added advantage.
