Job Description

Title of Consultancy

TERMS OF REFERENCE FOR A 7-DAY INTEGRATED TRAINING ON SURVEY SAMPLING AND APPLIED SURVEY DATA ANALYSIS USING R, WITH THREE MONTHS OF POST-TRAINING MENTORSHIP

Period of Consultancy

The assignment will run for approximately 4 months: preparation of training materials, 7 training days (56 hours), and 3 months of post-training mentorship (monthly clinics and review of work products).

Consultant type required

Individual consultant (Somaliland-based)

Responsibility for Logistics arrangements and Costs

Save the Children will pay the consultant fee in a lump sum against agreed deliverables and will not reimburse any other costs incurred during the assignment. The consultant will cover their own logistical arrangements, including local transport, accommodation, communication and preparation of training materials. SCI will provide the training venue, participants, approved datasets and refreshments.

Taxation Provisions

The Consultant shall be responsible for all taxes arising from the consultancy in line with the local Tax regulations applicable at the SCI contracting office.

Travel requirements

The training will take place in Somaliland (venue to be confirmed by SCI). The consultant will cover all own local travel costs.

Security requirements

The consultant will comply with Save the Children security procedures, including completion of the SCI online security training before the start of the assignment.

Experiences and Qualifications

Professional quality and Expertise

The following are the minimum requirements for the individual consultant to be considered for carrying out the assignment. All are mandatory.

PhD in Statistics or Data Science, with an educational background in research methods and applied statistics.
Minimum of 5 years of experience teaching at universities in Somaliland.
Expert in survey designs: sampling design, sample size and power, multistage/cluster designs, survey weighting and complex survey analysis.
Developed R packages (published on CRAN or a public code repository such as GitHub).
Developed R Shiny applications.
Published a minimum of 100 papers in Scopus and Web of Science indexed journals.
Supervised 20+ postgraduate students (Master’s and PhD).
Conducted and facilitated similar training (survey sampling, survey data analysis and/or R programming) previously.

KEY PROFESSIONAL STAFF REQUIREMENT

Lead Trainer / Facilitator – Survey Sampling and Applied Survey Data Analysis using R

PhD in Statistics or Data Science.
Minimum of 5 years teaching at Somaliland universities, with 20+ Master’s/PhD students supervised.
Recognised expert in survey design, weighting and complex survey analysis.
Author of R packages and R Shiny applications.
Minimum of 100 Scopus/Web of Science indexed publications.
Demonstrated experience facilitating similar trainings for professional audiences.
Excellent communication skills in Somali and English, including explaining technical concepts to non-specialist audiences.
