1. Background and Context
CARE International in Somaliland, in partnership with CARE Denmark and with funding from the
Government of Denmark (DANIDA), is implementing the Community-Led Innovative Solutions for
Building Resilience (COLISBR) programme under the SPA II Extension. The programme supports
climate-vulnerable smallholder farmers, agro-pastoralists, women, youth, and internally
displaced persons (IDPs) in Sanaag Region to transition toward climate-resilient livelihoods.
CARE has successfully piloted climate-smart agriculture (CSA) solutions, particularly waterefficient drip irrigation and solar-powered water technologies. While technically and
economically viable, limited access to affordable and appropriate finance remains the key barrier
to scaling adoption.
To address this constraint, CARE is piloting the Somaliland Agricultural Market Innovation for
Resilience (SAMIR) Fund—a community-anchored blended finance mechanism that combines
grants, revolving loans, credit guarantees, and risk-sharing instruments. The Fund leverages
partnerships with microfinance institutions (MFIs), agricultural input suppliers, and farmer
cooperatives to expand access to inclusive climate-smart agricultural financing for smallholders
and vulnerable groups.
CARE now seeks to engage a qualified consultant or consultancy firm to provide technical
support in the operationalization, governance, and early-stage management of blended finance
mechanisms, with a focus on building scalable, investment-ready, gender-responsive, and
sustainable systems for the SAMIR Fund beyond 2026.
2. Objectives of the Consultancy
Overall Objective
To provide structured technical support to the SAMIR Fund to strengthen the implementation,
governance, management, and long-term sustainability of blended finance mechanisms that
scale proven climate-smart agriculture solutions
Specific Objectives
• Strengthen the operationalization and implementation of the SAMIR Fund through refined
planning, adaptive design, and inclusive stakeholder engagement.
• Enhance governance, operational, and risk-management systems in line with
international blended finance best practices.
• Identify, structure, and catalyze innovative impact-finance partnerships across priority
agricultural value chains.
• Build institutional, cooperative, and community capacity for inclusive, transparent, and
effective fund management and utilization.
• Generate, document, and disseminate knowledge, lessons learned, and good practices
emerging from the implementation of the SAMIR Fund to inform adaptive management,
scaling, replication, and policy engagement.
• Develop and validate a clear exit and sustainability strategy to enable post-2026 local
ownership and continuity of the SAMIR Fund.


Required:
• 7–10 years’ experience in blended finance, revolving funds, or inclusive finance
• Experience in agriculture finance and climate-smart investments
• Strong governance, facilitation, and capacity-building expertise
• Gender-responsive and conflict-sensitive programming experience
Desirable:
• Experience in Somalia or fragile contexts
• Investment-readiness and private-sector mobilization experience
