Terms of Reference: Consultancy Concept Note Developer
Background:
In 2023, Welthungerhilfe (WHH) led a scientific scoping study in Somaliland. The scoping study aimed at co-designing a long-term applied research lead by ACTED, Concern Worldwide, Welthungerhilfe and in collaboration with university research partners. The scoping study is to be a basis for fundraising and programming work for Alliance2015 partners. The scoping study was intended to inform research and implementation concepts that are inter-/multi-/transdisciplinary, needs oriented, human centred, build capacity, and are scalable. These concepts for action in Somaliland now need to be developed.
Building on the 2023 research finding the Concept Note Developer will design three concept notes that lay the foundation for future action-research and/or implementation proposals. They will be used to sharpen the focus of needs assessments, make solutions effective and scalable, identify drivers of development and resilience, and help to develop approaches and technologies that are innovative, relevant, effective, and efficient. Possible donors to be approached with joint proposals for rangeland-based food/nutrition/water security, climate change resilience, and value chains include the EU, USAID, SIDA, BMZ, BMBF, BLE, AA and SDC, among others.
The position requires a good understanding of the mandate and shared work-fields of academic institutions and INGO in Somaliland, analytical skills, writing skills, systematic thinking.

Deliverables: 3 concept notes (see details below) and one workshop to present the CN to A2015 members (for to allow feedback and amendments before finalizing).
Volume: (10 days per month), total of 30 days over a period of 3 months (deadline 30 Sep 2024).
Work Experience: 5 years in Development Cooperation and Humanitarian Aid
Daily rate: 150 USD per day (negotiable)
Start date: asap
Temporary limitations: 3 months (End of September 2023)
Payment: monthly, according to time-sheet, and invoice
Country: Somaliland
Location: work can be done partly online, for coordination reasons trips to Hargeisa are to be expected.
Main duties & Responsibilities
Program:
Liaison with A2015 partners where necessary to develop the concept notes
Analyzing reports of previous research and activities of partner organizations
Analyzing previous activities of Acted, Concern Worldwide and WHH and secondary information
Coordination and linking with partner organizations and stakeholders for acquiring necessary information
Weekly updates with the consultancy supervisor
Providing needed technical expertise
Development of concept notes (consider as part of the concepts needs assessments, project design, narrative, logical framework, contextualization, gender analysis, conflict analysis)
Making sure that concept notes meet humanitarian/ODA standards, gender requirements, do-no-harm requirements, etc.
Deliverables: 3 concept notes from among the following suggestions:
An action research project (potential donor tbd)
A collaboration between NGOs and academic institutions in the context of climate change.
A concept for a rural development project (potential donor identified => EU)
A concept for a value chain project (to be developed in cooperation with Alliance2015 partners)

WHH will provide templates, technical information, draft ideas, focal points, and team support.
ESSENTIAL REQUIREMENTS:
Master’s degree in a related field (e.g. business, supply chain management, international development, international relations, political science, economics, agriculture)
At least 3 years of experience working with INGOs and international donors
Proven experience in concept note and proposal writing, knowledge of project terminology
Desirable requirements
Excellent interpersonal skills for working in multi-cultural environment
Excellent moderation skills
Prior experience in delivering tasks according to deadlines
Good skills in anticipating problems and developing solutions
Ability to work on own initiative
Excellent conduct of English written and spoken
Computer literacy, particularly in Microsoft Office programs such as Word and Excel
Working knowledge of ODA systems and international donor regulations
