TERM OF REFERENCE FOR TRANSLATION OF SELF-HELP GROUPS (SHG) MANUAL
1.1 INTRODUCTION
The Agricultural Development Organization (ADO) was established in 1993 and had worked throughout the Somaliland regions, implementing emergency, recovery, and long-term rural development projects, including agriculture, environment, and climate change adaptation, resilient livelihood building for the poor agro-pastoralists, watershed, and irrigation management, nutrition, community innovations, and entrepreneurship support. Besides, the ADO had empowered rural women through the needs-based small business projects and Self-Help-Group initiatives. Working directly with community associations, the ADO had supported more than 1,000,000 households, including IDPs, Returnees, Farmers, Pastoralists and women living throughout the Somaliland regions.
ADO possess extensive programmatic proficiency across essential domains including Economic Empowerment and Growth, Environmental Sustainability, Climate change and resilience, WASH, Gender Equality and Inclusion, and Humanitarian services. Its commitment extends beyond initial relief, persisting in aiding survivors to reconstruct their lives and forge a path towards self-reliance and developmental progress.
2.0 PROJECT BACKGROUND
The Project named “Strengthen women's livelihood for economic development and climate change adaptation” strategically wants to find solutions to the existing problems including but not limited to gender economic inequality, climate change effects of shocks, and stressors. The proposed action is a four-year (48 months) project designed to build the resilience capacities of the rural communities living in the Togdheer and Sanaag regions, Somaliland. Further, the intervention responds to the climate through the strengthened capacity of the locals to adapt and mitigate climate change impacts. The action design is to increase the accessibility of irrigation water for the farmers while rehabilitating the land using environmental conservation measures in the target region. The action planned to reach beneficiaries in the 4 villages would be 1,100 HHs estimated as 7,700 beneficiaries. The gender segregation of the beneficiaries will be 460 men-headed households; 440 women-headed households, 100 from the youth; and 100 from PWDs. The intervention will also benefit 9500 agro-pastoralists living in Togdheer and Sanaag regions through the provision of seed banking innovations, fodder, and pasture management for environmental protection, and biodiversity conservation.
The project is being premised on the following theories of change: if (1) climate-smart agriculture and climate adaptation are gender-responsive (2) women have equal access to climate-resilient livelihoods, productive assets, technologies, and skills, and this is supported by enabling social norms and practices; then (3) women and girls affected by climate change will play a leadership role and benefit from Climate Smart Agriculture CSA, and climate change adaptation (CCA) efforts; (4) adaptive capacity to climate change adaptation, mitigation, and resilient-agriculture knowledge will be enhanced bringing agriculture innovations of NEXUS, FFS, and Seed Banking. Furthermore, women's rights and needs will be at the center of climate-smart agriculture and climate adaptation strategies, plans, and priorities. Besides, (5) introducing the Self-Help-Group Approach to women for economic development, saving, and improving the women's businesses in the villages.
3.0 THE OBJECTIVES OF THE ASSIGNMENT
The objective of this assignment is to translate the SHG Manual with a focus on enhancing financial literacy, record-keeping, and the overall functioning of Self-Help Groups (SHGs). The consultant is responsible for ensuring that the translated manual effectively conveys key concepts and practical guidelines to support SHG members.
The specific objective of the assignment is to:
· Translated manual to be a comprehensive and accessible resource for SHG members, facilitating financial empowerment and effective group management.
4.0 SCOPE OF WORK
The consultant will undertake the following tasks:
· Literature Review: Assess existing SHG manuals, policies, and saving procedures and practices. Review International best practices on SHG, including Government, UN, INGO, LNGO and other relevant guidelines.
· Manual Development: The manual will cover essential topics, including an introduction to SHGs, their purpose and structure, and the roles and responsibilities within the groups. it will outline record-keeping and bookkeeping procedures, the types of financial records that should be maintained, best practices for updating and managing records, and guidelines for handling loans and repayments.
5.0 EXPECTED OUTCOMES
· Review the existing SHG manual and identify chapters that are not relevant in the Somali context. Develop and include new chapters deemed necessary to the manual.
· Produce a Contextualized SHG manual directly related to the pastoral/farmer context.
· Translate the SHG manual from English to the Somali language, using simple and easy-to-understand Somali vocabulary, syntax, expression and grammar.
· Ensure accurate translation of texts from English to Somali, including figures, boxes, captions, and the technical terms in the document.
· Ensure language use captures all concepts and demonstrates interactive and learner-friendly teaching and learning techniques and processes.
· Proofread the translated training manuals to confirm that all concepts are well captured in the appropriate Somali language.
· Ensuring quality check; ensuring no typographical errors are left in the final text.
6.0 DELIVERABLES AND MILESTONES
ADO will engage the consultant for 30 days to complete the following:
· Inception Report detailing the methodology, work plan, timeline etc (max 5 pages)
· Draft SHG Manual for stakeholder review and feedback.
· Final SHG Manual incorporating feedback from stakeholders (maximum 50 pages).
· Conduct a review and validation process with stakeholders to confirm the quality of the translated content.
· A summary report detailing the development and translation process, including stakeholder consultations and validation.
8.0 TIME FRAME FOR THE ASSIGNMENT
The consultancy will be for 30 days, effective from the contract's signing date.
PROPOSAL SUBMISSION (TECHNICAL, FINANCIAL PROPOSAL)
· Technical proposal (60%): explaining how the manual could be contextualized and translated will be carried out (Detailed work plan, methodology, timeline and schedule)
· Relevant CV (5%): CV of the consultant with at least 3 contactable references of similar work
· Similar work (5%): Submission of a sample of similar or related work done in the last 5 years, preferably in Somali context
Individuals and consultant firms experienced in conducting similar SHG manuals for are encouraged to apply. The consultant should demonstrate the key following educational and experience in his/her CV.
· Experience: Minimum five years of leading and conducting resilience, livelihood, and economic development projects in Somaliland context.
· Knowledge: In-depth understanding of the Somali context.
· Education: Bachelor degree in social sciences, livelihoods, economics, development studies or related field.
· Proven experience designing and implementing VSLA/SHG manuals
· Excellent report writing skills, clearly presenting complex findings in a concise and informative way.
· Fluency in Somali and English (both written and spoken) for effective communication with stakeholders and communities.
· Strong cultural sensitivity and ability to work respectfully with diverse communities.
· Excellent teamwork and communication skills.
11.0 REPORTING & SUPERVISION
The consultant will report to the Project manager/Program manager or a designated project team. Regular progress updates will be required throughout the assignment.
