TERM OF REFERENCE FOR DEVELOPMENT AND TRANSLATION OF GOOD AGRICULTURAL PRACTICES

Project name: “Strengthening women’s livelihood for economic development and climate change adaptation, in Sanaag and Togdheer, Somaliland”

1.0 INTRODUCTION

The Agricultural Development Organization (ADO) was established in 1993 and had worked throughout the Somaliland regions, implementing emergency, recovery, and long-term rural development projects, including agriculture, environment, and climate change adaptation, resilient livelihood building for the poor agro-pastoralists, watershed, and irrigation management, nutrition, community innovations, and entrepreneurship support. Besides, the ADO had empowered rural women through the needs-based small business projects and Self-Help-Group initiatives. Working directly with community associations, the ADO had supported about 1,000,000 households, including IDPs, returnees, farmers, pastoralists, and women living throughout the Somaliland regions. 

2.0 PROJECT BACKGROUND

The proposed action is a four-year (48 months) project designed to build the resilience capacities of the rural communities living in the Togdheer and Sanaag regions, Somaliland. Further, the intervention responds to the climate through the strengthened capacity of the locals to adapt and mitigate climate change impacts. The action design is to increase the accessibility of irrigation water for the farmers while rehabilitating the land using environmental conservation measures in the target region. The action planned to reach beneficiaries in the 4 villages would be 1,100 HHs estimated as 7,700 beneficiaries. The gender segregation of the beneficiaries will be 460 men-headed households; 440 women-headed households, 100 from the youth; and 100 from PWDs. The intervention will also benefit 9500 agro-pastoralists living in Togdheer and Sanaag regions through the provision of seed banking innovations, fodder, and pasture management for environmental protection, and biodiversity conservation.

The project is being premised on the following theories of change: if (1) climate-smart agriculture and climate adaptation are gender-responsive (2) women have equal access to climate-resilient livelihoods, productive assets, technologies, and skills, and this is supported by enabling social norms and practices; then (3) women and girls affected by climate change will play a leadership role and benefit from Climate Smart Agriculture CSA, and climate change adaptation (CCA) efforts; (4) adaptive capacity to climate change adaptation, mitigation, and resilient-agriculture knowledge will be enhanced bringing agriculture innovations of NEXUS, FFS, and Seed Banking. Furthermore, women's rights and needs will be at the center of climate-smart agriculture and climate adaptation strategies, plans, and priorities. Besides, (5) introducing the Self-Help-Group Approach to women for economic development, saving, and improving the women's businesses in the villages.

3.0 OBJECTIVES OF THE ASSIGNMENT

The objective of this assignment is to develop and translate a Good Agricultural Practices (GAP) Manual tailored to Somaliland’s agricultural context. The manual will provide guidelines on best practices in crop production, soil management, water conservation, pest control, and post-harvest handling to enhance productivity, sustainability, and food security.

Specific objective of the assignment is to

·         Develop and Translate the GAP manual into Somali language to enhance manual accessibility for those who living in rural area or limited literacy.

4.0 SCOPE OF WORK

The consultant will undertake the following tasks:

·         Literature Review: Assess existing GAP manuals, policies, and agricultural practices in Somaliland. Review International best practices on GAP, including Government, UN, INGO, LNGO and other relevant guidelines.

·         Manual Development: Develop a structured Good Agricultural Practices (GAP) Manual covering key areas such as: Soil fertility and conservation, Water management and irrigation practices, Crop selection and diversification, Integrated Pest Management (IPM), Sustainable use of fertilizers and pesticides, post-harvest handling and storage, Climate-smart agricultural practices, Farm record-keeping and business management.

5.0 DELIVERABLES

The consultant/firm will be responsible for delivering:

·         Inception Report detailing the methodology, work plan, timeline etc

·         Draft GAP Manual for stakeholder review and feedback.

·         Final GAP Manual incorporating feedback from stakeholders (maximum 50 pages).

·         Simplified Farmer-Friendly Version of the manual with illustrations.

·         Conduct a review and validation process with stakeholders to confirm the quality of the translated content.

·         A summary report detailing the development and translation process, including stakeholder consultations and validation.

6.0 TIME FRAME FOR THE ASSIGNMENT

The consultancy will be for 30 days, effective from the contract's signing date.

7.0 PROPOSAL SUBMISSION (TECHNICAL, FINANCIAL PROPOSAL)

·         Technical proposal (60%): explaining how the manual could be contextualized and translated will be carried out (Detailed work plan, methodology, timeline and schedule)

• A financial proposal (30%): a detailed breakdown of costs quoted in USD (The price should be assessed within the context of Somaliland's translation market).

·         Relevant CV (5%): CV of the consultant with at least 3 contactable references of similar work

·         Similar work (5%): Submission of a sample of similar or related work done in the last 5 years, preferably in Somali context

Experiences and Qualifications

Individuals and consultant firms experienced in conducting similar GAP manuals for are encouraged to apply. The consultant should demonstrate the key following educational and experience in his/her CV.

·      Experience: Minimum six years of leading and conducting Agriculture, Agronomy, food security and livelihoods, and projects in Somaliland context.

·      Education: Advanced Bachelor degree in agriculture or related field.

• A strong background in agriculture, agronomy, or related fields.
• Experience in developing agricultural manuals or training materials.
• Knowledge of Somaliland’s agricultural sector and farming systems.
• Strong research, writing, and stakeholder engagement skills.
• Proficiency in English and Somali languages is an advantage.

10.0 REPORTING & SUPERVISION

The consultant will report to the Project manager/Program manager or a designated project team. Regular progress updates will be required throughout the assignment.
