Taakulo Somaliland Community Commonly known by the acronym “TAAKULO”. Taakulo is a multifaceted non-governmental, non-profit making, non-political and non-partisan development and humanitarian aid organization established in 2007 and headquartered in Hargeisa, Somaliland. Taakulo is a Somali word meaning “helping/aiding”. Working in partnership with UN, international, and National organizations, Taakulo is dedicated to helping the disadvantaged people and communities throughout Somaliland by engaging in development and related activities and providing relief support and assistance, facilitating, and promoting participatory local community activities and programs that emphasize human dignity and self-reliance.
Taakulo Organization was established to assist the Somali community, to whom time has tested their resilience to the tipping point, drought and famine scavenging their livelihood, war and conflict avenging their economy on the other hand. The projects are basically based on the needs of the communities in which they are implemented where the beneficiaries always take part in the planning process. Taakulo engages on a long-term commitment, partnership approach with the beneficiaries in implementing the Projects. The objective is to set up a regional program concentrating on a particular sector, such as Health, education, water and sanitation, Income Generation, Orphan sponsorship program, disability and people with special needs, emergency respond or improving food security in the country among others.
While Togdheer Region is relatively secure, political conflict in Laas Caanood, Sool Region, has displaced an estimated 163,000 people and caused unknown casualties. Intermittent conflict between the FGS and AS in Galgaduud and Hiiraan Regions undermines livelihood resilience in target areas and increases displacement; indeed, conflict and displacement are expected to expand in these areas.[i] According to a May 2023 peace and conflict analysis by WHH, community-based clan militias in both Galgaduud and Hiiraan Regions actively resist AS. Local conflicts over land and resources in Galgaduud occur regularly and are exacerbated by resource scarcity, religious extremism, and non-inclusive decision-making processes.
Local conflict over scarce resources frequently erupts in Hiiraan among IDPs and rural pastoralists. The project will adopt a conflict-sensitive approach to implementation. In addition to identified need, project areas were selected to operationalise the central methodology of this proposal; parallel contexts in Somaliland and SCS will serve as piloting and implementation areas, respectively. Target areas in Somaliland (Sool and Togdheer Regions).
The target groups were selected by all project partners based on their socio-economic vulnerability and location in areas of deteriorating natural resources. Of the 87,744 project participants, 10% are expected to be PWDs while 50% are expected to be women (of which 20% will be heads of HH) through purposeful targeting for equitable impact. The project will strive to include HHs from all clans and sub-clans in target areas, on the basis of need, to ensure equitable distribution of support and to reduce the likelihood of creating clan-related conflict.
Target groups who are part of formal and informal institutions were selected based on their pivotal roles in the localization, effectiveness, and sustainability of the project. Customary legal structures in SCS and district-level officials from the Somaliland Ministry of Environment & Climate Change will be linked to newly established water management committees (WMCs) and protected area management committees (PAMCs). The project will work with and through the Somali NGO Consortium Resilience Working Group to increase NGO coordination around the humanitarian-development nexus. Key WASH institutional stakeholders will participate in workshops to strengthen their knowledge and capacities to engage in sustainable WASH systems (SWS).

Taakulo Somali Community is inviting to a bid for rehabilitation of water supply systems through provision of water facilities and construction of elevated reservoirs for utilities in Dila, Baki and Boon villages/districts in Awdal region of Somaliland as per below Billing Quantity. The deadline of the submission is the Sunday, 24 March 2024 to Taakulo office, Buurta Kalajeexan area, behind Ilyes Secondary School, Hargeisa Somaliland. Bid documents should be sealed, and hereinafter submitted as hardcopy.
