Brief Introduction

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Somalia since 1964. As a service provider with worldwide operations in the fields of international cooperation for sustainable development and international education work, GIZ works with its partners to develop effective solutions that offer people better prospects and sustainably improve their living conditions. The goal of GIZ is to support the capacity development of people, organizations and institutional structures in the partner countries so as to enable them better their living conditions through their own efforts.

Entrepreneurship Promotion in Somalia (EPIS) is a project aimed to enhance women's economic participation in Somalia, particularly in the regions of Kismayo and Baidoa. Somalia faces significant challenges in fostering inclusive economic growth due to prolonged conflict, political instability, and entrenched social norms that restrict women’s roles in the economy. Despite these challenges, women play a crucial role in the survival and resilience of communities, particularly in informal sectors. However, their contributions remain largely under-recognized, and they face numerous barriers to accessing finance, business opportunities, and market information.

The EPIS project, implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and funded by the Germany Federal Ministry for Economic Cooperation and Development (BMZ), seeks to address these barriers by empowering women economically through targeted support for women-led small, and medium-sized enterprises (SMEs), increasing access to financial services, and fostering collaboration between the public and private sectors. The project aligns with both national development goals and international commitments, including the 2030 Agenda for Sustainable Development, particularly focusing on SDG 5 (Gender Equality) and SDG 8 (Decent Work and Economic Growth).

The core objectives of the EPIS project include improving the business activities and economic performance of women-led SMEs, establishing multi-stakeholder forums to create a supportive environment for women's entrepreneurship, promoting gender-sensitive approaches among service providers to ensure that women’s specific needs are addressed in economic support services and shifting societal attitudes by showcasing the contributions of women entrepreneurs and highlighting decision-makers who support gender equality in the economy.

The project adopts a multi-faceted, gender-responsive approach that addresses structural barriers to women’s economic participation, supports policy advocacy, and provides direct support to women entrepreneurs. Through capacity-building programs, financial literacy training, and mentorship opportunities, the EPIS project aims to foster an enabling environment where women can thrive in business, contributing to the long-term sustainable development of the region.

Technical Advisor on Gender and SME Promotion (Vacancy)

Responsibilities

 

➢    Manage the project implementation, monitoring, and evaluation at the field level.

➢    Maintaining effective relations with local authorities, implementing partners, and target communities in South-West State.

 

➢    Responsible for ensuring timely completion and submission of monthly field reports by the implementing partners on all aspects of the implementation and progress according to available reporting templates and monitoring and supporting the performance of activities in the field as per project operational plans and indicators.

➢    Organize and schedule technical meetings with the relevant program team as well as partners’ coordination meetings at the field level.

Coordination and management

➢  Regularly draws up a list of forthcoming meetings and events.

➢   Contributes to operational planning activities of the project and ensures timely completion of all activities and tracks the progress.

➢   Conducts regular visits to project sites to review progress and program quality and reports back to the Head of Project regarding any issues.

➢  Supports Head of the Project in preparing regular project progress reports for donors and other internal and external entities, ensuring accuracy and technical quality.

➢   Participates and contributes to the contextual analysis and proposal development.

➢   Coordinates and assists in preparing and conducting project activities and carries out other activities required for implementing these components.

➢    Works closely with the Head of Project and other technical staff of the project.

➢  Coordinates the GIZ EPIS field activities in Baidoa, Southwest Somalia ensuring a timely and high-quality delivery of activities and progress towards intended results.

➢   Maintains a smooth and professional relation with relevant Government departments, consultants and implementing partners.

➢   Coordinates with other relevant GIZ projects as well as other organization working in Baidoa.

 

➢   Ensures transparency and equal treatment of all beneficiaries irrespective of their social background.

➢    Ensures gender sensitivity and inclusion of persons with disability.

➢   Manages the project at Baidoa-level concerning organizational and office management issues.

➢    Coordinates and facilitates work of consultants at Baidoa-level.

Monitoring and Evaluation

➢   Supports the Head of Project and the technical team in designing, coordinating, and conducting project evaluations (mid-term and end-term).

➢   Supports the Head of the Project and the technical team in conducting project data reviews for EPIS.

➢     Assists in the planning and budgeting of activities.

➢    Supports and supervises the implementation of capacity building activities with Government and implementing partners.

➢   Ensures a functional beneficiary feedback mechanism and an up-to date project beneficiary database.

Other duties/additional tasks

➢   Works closely with the Head of the Project in all areas of the project management for activities within Baidoa and networking with partners on the ground.

➢   Developing terms of reference for consultancy missions as well as orientation notes/expression of interest for implementing partners and providing support during the execution by monitoring and reviewing the consultants work and enhancing knowledge management of the project outputs.

➢     Performs other duties and tasks at the request of the Head of the Project

Experiences and Qualifications

Qualifications and specialist knowledge

➢   Bachelor’s degree, post-graduate diploma or master’s degree in social sciences, Development Studies or similar qualification from a recognized university

➢     At least 2-4 years of professional experience in a comparable position

➢      Experience in the field of international development cooperation

➢      Experience in the collaboration with state and non-state actors is of advantage

➢      Experience in working on bilateral cooperation is an advantage.

➢    Experience in working on livelihood, economic development and/or SME promotion

➢     Experience in working on gender and women’s economic empowerment

Additional competences and other knowledge

➢   Good working knowledge of ITC technologies (related software, phone, email, internet) and computer applications (e.g., MS Office and Excel)

➢     Very good command of English and Somali, including local Maay dialect

➢    Good team player, who interacts well with different departments and stakeholders

➢     High level of gender awareness and inclusion of disadvantaged groups

➢      Ability to represent GIZ in meetings with Govt. and other organizations

➢      Good management and organizational skills

➢      Self-organized and flexible

➢      Customer- and service-oriented attitude

➢      Maintains confidentiality in handling data and information

➢      Demonstrated cultural sensitivity

➢      High commitment to integrity
