  1. The Government of Somaliland has received a grant from the World Bank toward the cost of the Food Systems Resilience Project in Somaliland and intends to apply part of the proceeds toward payments under the contract for Procurement of Feed Laboratory Equipment for Aroori Livestock Centre of Excellence (LCE). For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments the contract provides to be made through a letter of credit.

  2. The Ministry of Agriculture Development now invites sealed bids from eligible bidders for the Procurement of Feed Laboratory Equipment for Aroori Livestock Centre of Excellence (LCE) (refer Section VII - Schedule of Requirements for complete list of equipment/ items). The place of delivery is Burao, Somaliland and the period of delivery is within 60 days from the date of the contract signing.

  3. The procurement will be carried out through National Competitive Bidding, using a Request for Bids (RFB) process, in accordance with the World Bank's "Procurement Regulations for IPF Borrowers," dated July 2016 and revised in November 2017, August 2018, November 2020, and September 2023. This process is open to all eligible bidders, as defined in the Procurement Regulations. In addition, please refer to paragraph 3.14, which outlines the World Bank's policy on conflict of interest.

  1. Interested eligible bidders may obtain further information from the Ministry of Agricultural Development by visiting the office of the Project Coordination Unit (PCU) or by emailing Mrs. Zamzam Ahmed at zamzam.ahmed@sl-fsrp.org  with a copy to kayse.mohamed@sl-fsrp.org. The bidding document can be inspected during office hours from 08:00 am to 03:00 pm, Saturday to Thursday, at the address below.

  2. The Bidding document in English can be obtained free of cost by submitting a written application to the address below.

How To Apply

  1. Bids must be delivered to the address below on or before 09:30 am on the 10th of September 2025. Electronic bidding is not permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 09:30 am on the 10th of September 2025

  2. All bids must include a Bid-Securing Declaration as specified in Section IV, Bidding Forms.

  3. Attention is drawn to the Procurement Regulations, which require the borrower to disclose the successful bidder’s beneficial ownership as part of the contract award notice. This will be done using the Beneficial Ownership Disclosure Form, which is included in the bidding document.
