1. Background:

 The National Identification and Registration Authority (NIRA) is a Government
Agency in Somalia, first established in 2020, with the aim of creating and maintaining the
national identification system. NIRA is, inter alia, responsible for registering citizens and
residents and for providing them with secure and verifiable credentials, including a unique
identification number and a national identity card. It also serves as a trusted provider of identity
verification and authentication services, promoting the use of the foundational identification
system. With the establishment of NIRA Somalia, the government is committed to providing a
reliable and efficient identification system that will enable individuals to access services and
participate in the development of the country. The Federal Government of Somalia is
implementing the World Bank-financed Somalia Productive, Resilient and Inclusive Growth
Project (SPRING) and intends to use part of the proceeds to hire Social Safeguards Specialist for
the National Identification and Registration Authority. (Individual Consultant)
Responsibilities: The Social Safeguards Specialist will be responsible for overseeing all aspects
of Social Risk Management, Safeguards Instruments, Stakeholder Engagement and Inclusion,
Grievance Redress Mechanism (GRM), Capacity Building and Advisory Support, Monitoring and
Reporting. The role is critical in supporting NIRA’s operations throughout. All other specific

Experiences and Qualifications

Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate
and followed by an interview. The qualifications, experience and competencies include:
• A Master’s degree in Development Studies ,Social Sciences or a related field, including,
Sociology, Community Development, Environmental Studies, Economics, or other relevant
disciplines.
• At least ten (10) years of professional experience in social development, with demonstrated
expertise in social safeguards, stakeholder engagement, and social risk management working on
donor-funded projects or with government institutions implementing similar programs.
• Strong analytical, advisory, and reporting skills.
• Proven experience in developing guidance materials, training programs, and capacity-building
initiatives.
• Strong coordination and communication skills, with experience engaging government
institutions, development partners, and communities.
• Experience working in fragile and conflict-affected contexts is highly desirable.
• Fluency in English and Somali (written and spoken) is required.
3. Duration: The proposed duration for the assignment is one year (12) calendar months from starts
date.
4. The Ministry of Ministry of Finance now invites eligible consulting (“Consultants”) to
indicate their interest in providing the above-mentioned Services. Interested Consultants
should provide information demonstrating that they have the required qualifications and
relevant experience to perform the Services and furnish the Curriculum Vitae (CV).
5. Attention of interested Consultants is drawn to section III, para 3.14, 3.16 & 3.17 of the
World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment
Projects Financing Goods, Works, Non -Consulting and Consulting Services dated in
September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on
conflict of interest.
6. A Consultant will be selected in accordance with the Individual Consultant method set
out in the World Bank Procurement Regulations.
