1. Background

The World Bank is supporting Somalia/Somaliland to improve institutions and service delivery with a view to strengthening the social contract, as part of a broader effort to build state legitimacy and reduce institutional fragmentation. The Bank is financing the Somalia Enhancing Public Resource Management Project (SERP), which seeks to strengthen accountability, transparency, and institutional capacity in public resource management, across participating government entities.

Scope ofWork andResponsibilities: A suitably qualified consultant is required to perform the assignment of Project Implementation Unit driver. The scope of Driver assignment will cover six areas and will be conducted in phases as follow.
Daily and pre-long distance vehicle checks; accurate upkeep of the vehicle’s log sheet.
Weekly report on activities and movements prepared and submitted to the line manager on a prescribed format.
The vehicle maintenance and services report prepared and submitted on a prescribed format to the line manager.
Completed vehicle logbooks.
Completed fuel requisition forms.
Perform various office errands in an efficient manner

Experiences and Qualifications

1. Selection Criteria:The selection shall be based on education and experience of the Driver and followed by an interview. The education and experience should be included.

• Education & Experience

1. Level of Education:

• Completion of secondary school or equivalent from a recognized institution.
• A certificate in motor/auto mechanics will be an added advantage.
• Defensive Driving Certificate or its equivalent qualification from a recognized institution is an added advantage.
• First Aid and vehicle fire management and prevention certifications from a reputable institution is an advantage.

1. Experience:

• At least eight (5) years of clean driving record.
• Excellent knowledge of roads and traffic rules is essential.
• Excellent knowledge of driving rules and regulations and skills in minor vehicle repair.
• Intermediate English skills (speaking, reading and writing) an advantage.

Reporting and other Deliverables: The driver will report to the Project Implementation Unit of the Ministry of Finance & Economic Development with providing monthly reports to the Project Implementation Unit.

Duration of Assignment: The assignment is expected to take 12 months with the possibility of extension, depending on the performance evaluation of the TA.

Interested Individual Driver must provide the following (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.
