INTRODUCTION:

CARE Somalia/Somaliland is an International NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance. CARE’s Supply chain Unit is seeking applications from qualified candidates for the positions of Senior Supply chain Manager based in Mogadishu.

JOB SUMMARY

Role Profile

The Senior Supply Chain Manager will be a member of the Management Team and will provide oversight and leadership to manage the Supply Chain function effectively and efficiently. S/he will provide adequate technical guidance and support to the supply chain team over all aspects of the supply chain function (procurement, fleet, assets, logistics and warehouse) across CARE Somalia in accordance with CARE policies and procedures. The Senior Supply Chain Manager will work collaboratively with all relevant stakeholders and functions within the country office to ensure supply chain activities are adequately planned, coordinated, and effectively delivered while ensuring value for money.

The role will provide strategic support and timely advice to the Deputy Country Director-Operations and other members of the Senior Management Team in ensuring the application of and adherence to all relevant CARE policies, donor rules and regulations. S/he will take the lead in managing risks linked to Supply Chain management.

ROLES AND RESPONSIBILITIES.

  Strategy/Leadership 

  • Design and implement a coherent Supply Chain organizational structure in CARE Somalia and management of stakeholders to ensure responsiveness to program needs and priorities, and in line with Key Performance Indicators.
  • Design and implement a supply chain strategy that delivers efficient and timely support to programs within the complex and challenging context of Somalia.
  • Lead the design and implementation of supply chain operational planning to ensure the delivery of integrated services focused on achieving successful programming.
  • Ensure supply chain preparedness for emergencies in line with CARE policies and standards.
  • Contribute to the Country Office overall strategy and ensuring that the supply chain function is making a positive impact on this.
  • Provide overall leadership of Supply Chain functions for program and emergency operations with more focus on strategy rather than daily operational matters.
  • Drive the adoption of digital solutions for supply chain and embedding other global and regional initiatives into CARE Somalia and contributing to key regional and global initiatives where CARE Somalia has best practice knowledge e.g. Cash programming.
  • Keep up to date with CARE’s emerging supply chain trends, strategies, and approaches, Supply Chain Transformation Project, and organizational change processes.
  • Lead CARE Somalia contacts management process with suppliers and other stakeholders
  • Plan and roll out partners capacity building programs in supply chain management.

Strategic Sourcing

  •  Lead the procurement team to drive procurement efficiency through forward planning and putting Framework Agreements (FWAs) in place.
  • In collaboration with program teams, ensure consolidation of annual procurement plans to ensure that the supply of goods, services and consultancies is planned appropriately and that timely and accurate information, including forecasts, volumes, service levels and specifications are provided.
  • Monitor the implementation of procurement plans and ensure that the plans are reviewed and updated on a quarterly basis to enhance timely delivery, maximize overall best value and leverage economies of scale.
  • Conduct regular market surveys to inform sourcing strategies through thorough understanding of the market and that the cost of goods, services and consultancies is aligned with current market conditions.
  • Analyze industry trends and evolving technology to proactively identify supply-based issues, minimize risks, ensure continuity of supply, and identify emerging vendors in the markets.
  • Lead the identification of vendors and periodic evaluation/assessment to ensure that the country office has an effective/optimal mix of vendors

Supply Chain Compliance/Risk Management

  • Ensure the implementation of procurement, fleet, warehouse, and asset management are in line with global policies as well as donor’s requirements and that they are implemented consistently in all CARE Somalia offices.
  • Identify compliance and other Supply Chain related risks in different stages of the supply chain processes and implement strong internal control mechanisms to minimize fraud related risk.
  • Fleet is efficiently managed, and appropriate fleet processes are in place, ensuring mitigation of risk, adherence to high standards of safety and security and is in line with CARE policies and procedures.
  • Constituted procurement committees to facilitate sound and objective decision making.
  • Procurement documents are appropriately filed, have complete and accurate support documentation for audit purposes.
  • All procurement activities are conducted in a transparent and fair manner.
  • Maintain up to date knowledge of CARE policies, donor and government of Somalia procurement specific policies, procedures, and statutory requirements, including keeping abreast of any changes (e.g., in tax laws, labor laws, etc..) and ensuring they are strictly adhered to.

Facility Management

  • Ensure the maintenance of all CARE rented/ owned facilities and follow utility obligations in a timely manner.
  • Negotiate suitable terms and conditions for all lease agreements and ensure all leases are vetted by the CO legal counsel before signing.
  • Coordinate and ensure the implementation of administrative policies and guidelines.

Fleet

  • Ensure that the country’s fleet  (owned and rented) is fit for purpose to deliver CARE’s programmatic needs.
  • Financial management to ensure the right age and mix of fleet to deliver the most cost efficient, reliable, and environmentally friendly fleet.
  • Advise on fleet utilization and right-sizing of fleet requirements as per program needs.
  • Proper monitoring of fuel consumption and usage of vehicle logbook, maintenance log, and other fleet reports.
  • Transport services are cost efficient, reliable, and timely to facilitate delivery of project supplies.

 Assets

  • Provide oversight and development support to the program grants/contracts/budgeting staff, including the hiring and performance management processes of direct reports in close coordination with the Award and Sub Award Coordinator.
  • Assess training and development needs of staff and conduct capacity building as necessary;
  • Manage direct reports workload and assist the Award and Sub Award Manager in defining immediate and long-term capacity needs.
  • Prepare and submit new FC allocation (GCRC data entry form) to Grants, Budgeting, and Reporting Manager for approval and submission to CUSA  Analyze UNR and GPF expenditure against allocations.
  • Support in preparation of monthly monitoring reports.
  • Maintain all G&C filing including GCRCs, IPIAs, Contracts, donor rules & regulations.... etc.
  • Prepare and submit new FC allocation to Grants & Contracts Coordinator for approval and submission to CUSA/SSC
  • Support in preparation of monthly monitoring reports.
  • Maintain all G&C filing including GCRCs, IPIAs, Contracts, donor rules & regulations...etc              Review Activity IDs regularly and facilitate for necessary amendments to be done

Warehouse

  • Warehousing and distribution footprint is aligned to the program needs in the most cost efficient and environmentally friendly way.
  • Ensure all warehouse premises are adapted to proper storage of goods, adhere to high standards of safety and security, are in line with Good Warehousing and Distribution Practices while ensuring compliance with CARE standards and procedures.
  • Analyze monthly/quarterly warehouse data and take corrective action as needed.
  • Ensure accuracy of the warehouse transaction records and that regular stock reconciliation is carried out and any discrepancies are properly investigated.
  • Provide adequate support to all project teams to enable smooth and on-time deliveries of project supplies to the validated distribution points.

Staff and Performance Management

  • Accountable for overall performance of the country supply chain function against the key performance indicators.
  • Embed a culture of performance and effective delivery by ensuring the Supply Chain KPIs are well tracked and met with improvement measures being made speedily to remedy poor performance.
  • Monitor performance and use data to provide regular analysis against KPIs and make recommendations for strategic improvements to the supply chain function.
  • Recruit talented staff to the country office supply chain management unit; lead the team with technical capability, effective supply chain management program execution.
  •  Participate and/ or facilitate capacity building for all supply chain management staff and partners aimed at strengthening supply chain management and compliance in the country office.
  •  Provide comprehensive feedback to supply chain management staff through CARE performance management process.

Experiences and Qualifications

  • Bachelor’s degree in supply chain/Procurement/Logistics/Business Administration/ or similar fields or relevant practical experience in similar role
  • Relevant professional qualification in Procurement and or Supply Chain Management (CIPS qualification or equivalent is preferred)
  • Minimum of 5 years’ experience in CO and / or regional field in program support areas (procurement, administration, and logistics).
  • Strong management skills, highly organized with strong attention to details, take initiative, prioritize, and manage multiple tasks, problem solving, flexible.
  • Strong analytical skills. Ability to synthesize and organize data and report on findings.
  • Ability to think strategically and plan for long-term initiatives. Able to implement change and demonstrate to others the value of improved processes.
  • Good communication skills. Ability to work comfortably with colleagues from different cultures and various internal departments.
  • Good understanding of various donor policies and procedures relevant to procurement, knowledge of local markets as well as international procurement regulations.
  • Ability to take initiative where appropriate to deal with difficulties encountered in daily work.
  • Ability to adapt or change priorities according to the changing demands of the job.
  • Ability to keep focused on the overall CARE strategy while developing actions that are sensitive to cultural, gender and political realities of the workplace.   
  • Ability to work under stressful and sometimes risky conditions.
