PSI seeks an experienced, dynamic, and innovation-driven Senior Monitoring and Evaluation
Specialist to support the implementation of Female Health Worker (FHW) Program in Somalia. The
program aims to strengthen the delivery of high impact community-based primary health care
services and build capacity of implementing governments.
Your Contributions
Your Contributions:
• You will provide overall leadership and guidance to the M&E team working under the Female
Heath Worker program and serve as a focal point for all M&E functions.
• Provide Technical oversight of the M&E component of the program and ensure quality of program activities.
• Ensure timely delivery of M&E workplan, expedite implementation of activities and ensure
planned activities are delivered across the Federal Member States and Benadir Regional Administration.
• The Senior M&E specialist will build the Capacity of Stakeholders, Governments officials (at
Federal and Federal Member States Level) and Program team in M&E through regular
coaching, mentorship and on-the-job trainings.
• The senior M&E specialist shall ensure that Female Health Worker program’s reporting
systems, tools and digital infrastructures are working seamlessly and ensure data flow
processes are uninterrupted.
• Provide day-to-day technical support to troubleshoot any challenges with digital products
including data collection, reporting, e-learning and data visualization systems.
• Provide regular advice to program implementation team on reporting quality, field
challenges and programmatic/strategic actions.
• Ensure program’s regular monitoring, quality improvement and supervision mechanisms are
delivered as planned.
• The senior M&E Specialist takes part in program’s coordination and strategic meetings and
provides high level technical in-puts as required.
• Take lead in compilation of program’s Quarterly progress reports, donor reports and
managements updates as required.
• Monitor progress in the implementation and results of the Program against the strategic
objectives and indicators as well as promote and support the quality assurance of all
Program’s interventions.
• Take lead in conducting high quality programmatic data analysis, develop data visuals
qualitative and quantitative data analysis, contribute towards the situation analysis, and
progress, constraints and gaps assessments, and evaluation of the programme performance.
• Take lead in the collection and dissemination of lessons learned actioning evidence-based
programming informing the program’s approach and adapting the M&E systems and
framework as required by the context.
• Provide regular update and advise the team leader accordingly.

Experiences and Qualifications

Advanced degree in Statistics, Public Health, Economics, Business Management or Social Science
• 5-7 years’ relevant work experience in M&E preferably for health programs
• Demonstrated experience developing individual and organizational capacity for data management, analysis, and use.
• Experience in implementation of M&E system for health, preferable in public health sector.
• Possess excellent technical skill in health research.
• Experience in managing data at the source including HMIS data collection, data entry and processing.
• Excellent data analytical skills and interpretation sound quantitative and qualitative skills (managing, analysis & interpretation of data), with a focus on building the capacity of others in these skills.
• Experience using data for decision making coaching / mentoring others to use data for decision making and generating analytics for data-based decision making.
• Experience adapting tools, guidelines, and systems to improve data analysis and management.
• Strong communication and facilitation skills and ability to establish good working relationships, highly skilled in using statistical programs, with experience in training and facilitation of M&E activities.
• Strong use of data visualization programs i.e Ms.Power BI
• Excellent written and oral skills in English and Somali languages
• Willingness to travel regularly across Somalia.
