BACKGROUND AND PURPOSE OF THE ASSIGNMENT: Contribute to daily planning and coordination of financial activities to ensure operations are sustained. The incumbent will report to a more senior Finance Officer and will likely work closely with a more experienced member of staff, receiving close guidance and regular feedback on work performed. The post will be based in Mogadishu.

 

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

  • Providing technical support to staff and operation within the areas of UNHAS finance and budget, to ensure compliance with WFP financial policies, rules and regulations.

  • Participate in the correct application of WFP financial policies and procedures to support the implementation of proper accounting systems and internal controls.

  • Contribute to the improvement of UNHAS internal processes, enhancement of corporate systems and design of tools, to support transparent and efficient utilization of financial resources.

  • Perform bank reconciliations, parking receipts against customer accounts, disbursements, clearance of receivables, overall cash and receivables management and monthly financial closures on a regular basis in accordance with corporate requirements.

  • Generate UNHAS customer invoices from the corporate passenger management application system and disseminate the same to the agencies and follow-up of bills and deposit payments in a timely manner.

  • Monitor customer account balances and oversee the recording of financial transactions in an accurate and timely manner to avoid the occurrence of an overdraft.

  • Ensure that UNHAS payments are processed in a timely manner, resolve complex issues related to the disbursement of funds in line with WFP rules and regulations.

  • Contribute to the preparation, implementation and monitoring of budgets, monitor expenditure and budgets forecast, to ensure that relevant future funding requirements are met.

  • Coordinate with other UNHAS teams in order to ensure that all financial and administrative services are being performed efficiently and in line with the needs of the wider team.

  • Monitor, control and analyze general ledger accounts in order to initiate and achieve corrective actions.

  • Prepare and analyze financial and statistical reports based on the established frequency and provide recommendations for further actions to the Finance Officer or other staff, to facilitate informed decision making.

  • Co-ordinate and supervise work of other UNHAS support staff and support their learning and development in management of financial resources.

  • Contribute to the delivery of UNHAS financial controls and insight into WFP performance, supporting periodic risk and internal control assessments to identify areas which may present potential audit, compliance or financial risks.

  • Guide and supervise more junior staff.

  • Represent UNHAS Finance section at internal meetings, external meetings and events with other UN agencies, banks and other financial institutions, or other partners and entities as required.

  • Always remain on stand-by and follow standard emergency preparedness practices in order to meet immediate emergency requirements for further service on job and in the field.

  • Perform other related duties as required.

Experiences and Qualifications

Education: High School certificate or University degree (Diploma/Bachelor) in Finance, Accounting, Business Administration, Banking, Investment Management, or other related fields.

Experience: At least seven (7) years of experience with secondary certificate OR University degree (Diploma/bachelor’s) with a minimum of two (2) or more years of experience in the field of Finance.

Language: Fluency (level C) in English and Somali Languages.

ARE YOU COMPETENT FOR THIS JOB? DO YOU HAVE:

  • Experience in implementation of proper accounting systems and internal controls.

  • Experience in performing bank reconciliations, parking receipts against customer accounts and disbursements.

  • Experience in financial accounting processes.

  • Experience in monitoring operational reports and advising on service utilization trends and costing.
