Job Description

ROLE PURPOSE: 

The Senior Child Protection Officer has responsibility to initiate, oversee and support the implementation of child protection strategies and activities at the camp level. The Senior CP Officer will be expected to coordinate case management and BID processes and providing guidance and mentorship to the CP case workers. The holder will work closely with the department of children services and other state and non-state actors to ensure effective coordination. 

SCOPE OF ROLE: 

Reports to: Child Protection Coordinator 

Dimensions: Save the Children has been operational in Kenya since 1984, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. Save the Children has an operational presence in Dadaab Refugee Camp, Wajir, Mandera,  Bungoma, Garissa, Turkana, Nairobi and Samburu. We have a staff complement of approximately 300 staff and expenditure of approximately US$22 million this year.

 

Staff directly reporting to this post:  Child Protection workers 

KEY AREAS OF ACCOUNTABILITY:

  • Assist the child protection coordinator and program manager in coordination of Save the Children program, in host and refugee community areas.
  • Lead in managing and representing of child protection meetings and BID panel meetings as well as oversee the quality of BIAs/ CP assessments.
  • Provide mentorship and support to the community supervisors and CP officers and case workers and work through on the job training and guidance to enhance their case management skills and competencies.
  • Deepen program integration and ensure the field interventions meet the quality standards and are clearly contributing to the CSP and the SCI country office priorities.
  • Lead and promote the usage and adoption of project management systems, platforms and tools such as PRIME, PMM.
  • Conduct child protection gaps and risk analysis and develop concepts for funding and influencing program design.
  • Ensure timely management of data and documentation of cases at camp level; and through coordination with MEAL assistants ensure children records, data are accurately recorded in the CPIMS database and  updated regularly with case progress. 
  • Contribute to the design of an overall programme contingency plan when needed
  • Produce timely progress reports, including both quantitative and qualitative information, on CP activities and input into regular situation reports, monthly and quarterly reports.
  • Manage and coordinate  the planning of the Camp CP activities to ensure minimal disruption to programme activities-Including staffing issues and office administration; to ensure effective management of programme resources
  • Participate in camp and DMO level interagency meetings and engage in the identification  and building of  linkages with other partners/agencies, the Government and the community to ensure that issues related to child protection are raised and addressed. 
  • Conduct training and capacity gap analysis for the CP staff and share with Program Manager to inform strategic capacity development plans and budgeting.
  • Comply with all relevant Save the Children policies and procedures with respect to child protection, code of conduct, health and safety, security, equal opportunities and other relevant policies

Experiences and Qualifications

  • Graduate degree in social work / social sciences or equivalent with preferably 5 year work experience in social work or with development-related organisations
  • Good communication skills with fluency in written and spoken English and Kiswahili 
  • Knowledge of community based child protection approaches, preferably including experience in participatory approaches (PRA/PLA) and child participation methodologies.
  • Good IT skills including the use of Word and database software
  • Demonstrable ability to adapt to changing programme priorities and emergency priorities that may arise
  • Strong self-starter, able to take initiative and adapt to changing circumstances and priorities
  • Positive attitude towards community work with emphasis on the ability to learn from communities and support innovative approaches to problem solving
  • Commitment to Save the Children’s Child Protection Policy.

DESIRABLE SKILLS:

  • Knowledge of Somali language and culture
  • Experience and skills in management of staff
  • Experience in designing and facilitating training sessions
  • Understanding of the East Africa and the dynamics of the conflict 
  • Experience in working in an insecure environment
