SAFETY ADVISOR ASSISTANT (SOMALI NATIONALS ONLY)

(Based in Mogadishu)

Organisation Background

Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental organisation that supports humanitarian aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services, including real-time incident tracking, analytical reports, safety-related data and mapping, crisis management support, staff orientations and training.

INSO provides daily support to more than 1000 NGOs operating in 16 of the world’s most insecure countries.

INSO is registered in the Netherlands with its headquarters based in The Hague, the international city of peace and justice.

INSO Somalia

Founded in 2015, the program recognizes the insecure operating environment all NGOs face in Somalia/Somaliland and the collective value of enhancing safety preparedness and support through the provision of specialized, coordinated, and focused safety management support.

The Program supports 164 NGOs with a presence in Somalia.

Job Summary

Under direct supervision of the Safety Advisor (SA), the Safety Advisor Assistant (SAA) is involved in information collection, verification, and data input into the Conflict Humanitarian Data Center (CHDC).

They assist the SA and the Deputy Safety Advisor (DSA) with the development and management of the local information network and provide liaisons with NGOs using INSO services in the region.

Main Duties and Responsibilities:

• Develop a diversified and consistent network of contacts at the communal and regional levels (population, local authorities, NGOs, UN, security forces, other national and international security bodies, law enforcement agencies, etc.).
• Where possible, travel to districts or coordinate with sources to collect information, develop, and maintain new contacts with NGOs, the UN, Local Authorities, Elders, and other entities (Journalists, Credible Media outlets, businessmen, and religious leaders) to obtain relevant contextual and credible information for use by INSO
• Develop, verify, and summarise safety and security information in a concise and actionable format. Enter the information into CHDC.
• Proactively ensure daily liaison with field monitors (if any) and submit Requests for Information to deadlines.
• Assist the SA and the DSA in the preparation of relevant reports, area assessments, and other INSO products.
• Under the guidance of the SA and or DSA, initiate and contribute to writing INSO Alerts and Reports (bi-weekly, SitRep, compound assessments, area assessments, Quarterlies etc) and participate—and lead when requested—in INSO round tables acceptably and appropriately as per the INSO standards.
• When leading INSO roundtables, Announcing and Scheduling INSO Round Tables ensuring the presentations are archived and attendance sheets shared with Information Officer for statistics and archiving as well.
• Assist the SA and the DSA in visualizing and analyzing data by using charts and mapping tools.
• Help to enhance INSO information collection capacity in the region.
• Act at short notice with due regard to developing events.
• Ensure strict compliance with INSO HR, financial, and logistics procedures.

Experiences and Qualifications

PERSON SPECIFICATION

Knowledge, Skills and Experience

Essential:

• Fluency in English both written and spoken.
• University degree (Bachelor) in social sciences, humanitarian affairs, security or a related field, or a relevant practical experience.
• Significant experience in insecure/conflict-affected environments.
• Excellent knowledge of the region, understanding of geography, demography and conflict dynamics.
• Ability to periodically travel to other destinations in the region and beyond.
• Experience in the humanitarian, and/or risk management and/or humanitarian access sectors.
• A good understanding of NGO approaches to security.
• A proven ability to develop and maintain working relationships with partners.
• Excellent computer skills and knowledge of Windows, Office, SharePoint, and mapping software/applications.

Nice to Have:

• Excellent oral ability in the Somali language, written a plus.
• Knowledge of Somalia context
• Skills in context and humanitarian access analysis.
• Acceptance and understanding of humanitarian principles.
