1 Background
1.1 About SOS Children’s Villages
SOS Children’s Villages (CV) Somalia is part of SOS CSOS Children’s Villages International, a Non-Governmental Organization (NGO) that is non-profit, non-sectarian, non-partisan and has been in existence since 1985 in Somalia. Currently, SOS CV Somalia manages one Village, a kindergarten, a primary school and secondary school in Mogadishu. SOS CV has over 37 years of experience in the provision of longer-term alternative childcare, youth programming and direct delivery of humanitarian assistance for drought, floods, and protracted displacement affected populations in the sectors of integrated WASH, Health, Nutrition, Education, Child Protection in emergencies, Gender-Based Violence and Livelihood support through family strengthening programs and SOS signature Next Economy program as well Environment and Climate changes resilient Actions.
Over the past five years, SOS Somalia has been collaborating with its senior management to expand its geographical reach and core business. This expansion aims to promote and strengthen efforts towards achieving the organization’s targeted Sustainable Development Goals (SDGs), ensuring that every child in Somalia grows up in a nurturing family environment and reaches their full potential as a self-sufficient and contributing member of society. To realize these objectives, the organization employs a Programme-focused approach centered on Family Strengthening, Alternative Care, Youth Development, and Employment and Economic Development initiatives.
In light of the implications of rapid growth on operational efficiency, SOS Children's Villages Somalia is currently implementing a transitional plan as part of its strategic efforts to enhance operational efficiency, cost-effectiveness, and consistent quality. This approach enables the organization to maintain high standards in facility management without overextending its internal resources.
To support these initiatives, SOS CV plans to outsource service providers for non-core functions, such as cleaners, gardeners, and security personnel, at the country office and health facilities in the Banadir region.
1.2 Rationale and overall objective of Outsourcing
The primary goal of the outsourcing support service is to enhance service quality, align with SOS Policy, and, most importantly, reduce the operational costs associated with managing these facilities.
1.3 Specific objectives of the assignment are to:
• To save cost significantly: Outsourcing cleaning, gardening, maintenance, and security services provides organizations with significant cost savings by reducing expenses on recruitment, training, and equipment, as providers leverage economies of scale.
• Access to specialized expertise ensures tasks are performed efficiently and to industry standards by trained professionals.
• Focus on core SOS CV Programme interventions: dedicating resources to primary goals and enhancing productivity.
• To improve quality and reliability through structured processes and performance metrics. Additionally,
• outsourcing offers scalability and flexibility to adjust services as needed and aids in risk mitigation and compliance, keeping the organization aligned with safety regulations and minimizing liability.
1.4 Instruction to bidders
The bidders are welcome to submit their outsourcing strategy & implementation detailed proposal. This bid is open to all national suppliers legally constituted in Somalia (independent consultants or companies) who are legally constituted in Somalia and can provide the requested services. The bidder shall bear all costs of the bid; costs of a proposal cannot be included as a direct cost of the assignment. The proposal and all supplementary documents have to be submitted in English. Financial bid needs to be stated in US dollars.

make sure that the technical and financial proposals are handed in separately (financial proposal to be sealed in a closed envelope or a separate PDF file in case of electronic submission. During the process of evaluation, technical bids will be opened and evaluated first. The financial part of those proposals, which are shortlisted after evaluation of the technical proposal, will be opened in a second step.
1.6 Documents to submit

• Previous experience of similar assignment carried out by the firm/consultant.
• Price schedule form (to be shared in a separate PDF file)
• Technical proposal for all staff categories (to be shared in a separate PDF file)
• CVs of the company team member(s) including current geographical location(s)
• Three references (at least two of them must be familiar with your work)
• An example of a recent/relevant evaluation report (if available for public use)
1.7 Deadline for submission
The proposal must be received by latest on 10th December 2024 by 4.00 P.M Proposals received after the deadline will be not be considered.
1.8 Modification and withdrawal of bids
Proposals may be withdrawn on written request prior to the closing date of this invitation. Any corrections or changes must be received prior to the closing date. Changes must be clearly stated in comparison with the original proposal. Failure to do so will be at bidder’s own risk and disadvantage.
