Request for Proposal for the Provision of Consultancy Services for Needs Assessment & Outcome monitoring exercise translation and transcription for SRCS
Background of the project
The Somali Red Crescent Society (SRCS) and Norwegian Red Cross (NoRC), as part of the Red Cross and Red Crescent Movement, work to reduce human suffering, strengthen resilience, and uphold dignity in crises. Operating in regions challenging context of conflict, drought, and economic instability, they focus on health, cash assistance, WASH, and protection for vulnerable communities. Through a joint Needs Assessment and Outcome Monitoring, using FGDs, KIIs, and surveys, they aim to evaluate outcomes, guide future programmes, and strengthen SRCS systems.
Purpose and Objectives
Translation, transcription and analysis of collected qualitative data are essential to ensure comprehensive planning.
Specific objectives
The objectives are outlined below.
1. Full Transcripts (Verbatim)
Format: Microsoft Word (.docx) or PDF
Content: Verbatim, translating and transcription of all voice recordings and discussions, minutes and notes (Key Informant Interviews, Focus Group Discussions, consultative meetings)
Language: Transcripts should be translated from Somali (or local language) into English, preserving context and meaning
Speaker identification: Clearly indicate speaker codes or roles (e.g., KII_Mother_01, FGD_Youth_Male_02)
Timestamps (if required): Optional inclusion of timestamps to aid data referencing
2. Structured Meeting Minutes
Clear, summarized minutes of any recorded discussions or notes (e.g., stakeholder debriefs, consultative sessions) organized by agenda/theme
Bullet-point format with speaker attributions and key discussion points or recommendations
3. Analysis of the Qualitative Data
Identify recurring themes, patterns, and categories across transcripts
Use coding frameworks (manual or software-assisted) to organize data
Highlight culturally specific insights and contextual nuances
Cross-reference findings from Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and consultative meetings
Validate themes through multiple perspectives to ensure reliability
Develop concise analytical summaries for each data source
Include key quotes to illustrate findings and preserve voice authenticity
The consultant should meet the following requirements:
The competency requirements for the evaluator(s) are:
Relevant work experience in health/organizational development/ humanitarian/ development programme.
Familiarity with trends and developments in humanitarian work in areas of health, cash and protection and organizational development preferred.
Minimum of 2 years of experience in evaluation and social science, or similar methodology required.
Demonstrated experience in planning and implementing in needs assessment, outcome monitoring and/or final project evaluations required, inclusive of competency and track record in managing quantitative and qualitative data collection methods and analysis.
Preference is given to candidates with a background in working in geographical areas of focus, possessing knowledge of relevant context, security, and culture, and demonstrating experience in implementing programs in high-security contexts.
Knowledge and experience of working with the Red Cross Red Crescent Movement preferred.
Excellent written and spoken English along with communication skills required.
Demonstrated capacity to work both independently and as part of a team.
