1.1 About SOS Children’s Villages
SOS Children’s Villages is a global federation working in more than 130 countries worldwide. We work together with a single vision: every child belongs to a family and grows with love, respect and security.
Uniquely, we provide long-term, family-like care for children who have lost parental care (alternative care service), and we work with vulnerable families and communities to help strengthen them and prevent child abandonment (family strengthening service, FS). SOS alternative care is usually organised in the form of a cluster of SOS families, where each SOS parent cares for small group of children.
1.2 Description of programme
The purpose of the project called “Informing Humanitarian Response through research, learning and innovation in Somaliland” (IHR-SX) is to address the extreme food scarcity in displacement affected communities in Somaliland and respond to the need for innovative and locally sustainable solutions that strengthen climate resilient food security by introducing climate smart agricultural techniques (CSA) through a gender responsive approach. Research will play a pivotal role in devising documented approaches that are scalable and can be replicated in similar communities and humanitarian settings. The project is anchored in the double humanitarian-development-nexus approach focusing on piloting solutions that bridge displaced communities’ vulnerability to shocks and continuous humanitarian need to enhance their self-reliance and food security. The project will target approximately 44,700 people in five internally displaced settlements in and around Burao City a district in the Togdheer region in eastern Somaliland.
1.3 Rationale and overall objective of the baseline study
This baseline study will be an analysis of the situation on the ground in Burao, Somaliland, before the IHR-SX program, and has the specific objectives:
- Examine the relevance, adequacy, and coherence of the program.
- Assess our intervention logic and theory of change, and test if our expected outputs, outcomes, and impact are likely to materialize as anticipated.
- Establish baseline values for impact and outcomes indicators, as per the results framework.
You are hereby invited to submit a proposal for a baseline study in Somaliland. This bid is open to all national and international suppliers (independent consultants or companies) who are legally constituted and can provide the requested services. The bidder shall bear all costs of the bid; costs of a proposal cannot be included as a direct cost of the assignment. The proposal and all supplementary documents must be submitted in English. Financial bid needs to be stated in US Dollars ($).
Qualification of the researcher / research team
The researcher / team of researchers must have:
a)Proven competency (record of previous experiences) in project/programme evaluations, including formative programme evaluations / baseline studies
b)A good understanding of development work in Somaliland and issues affecting displacement affected communities.
c)A good understanding of child rights and issues affecting vulnerable children and their families
d)A good understanding of climate-smart agriculture
e)Proven experience in working with conceptual frameworks and data collection methods (including age-appropriate data collection methods)
f)Strong analytical and conceptual skills
g)Excellent written and verbal communication skills in English and Somali
1.1 Process of Submission of Bids
To facilitate the submission of proposals, the submission duly stamped and signed can be done electronically in PDF format and sent to procurement@sos-somaliland.org, Electronic submissions only, on or before 25th April 2024 at 12:00 AM
The titles of submitted documents should clearly state “Technical proposal for baseline study in Somaliland” by the company/consultant title” and “Financial Proposal for baseline study in Somaliland” by the company/consultant title”. Please make sure that the technical and financial proposals are handed in separately (financial proposal to be sealed in a closed envelope or a separate PDF file in case of electronic submission). During the process of evaluation, technical bids will be opened and evaluated first. The financial part of those proposals, which are shortlisted after evaluation of the technical proposal, will be opened in a second step.
