REQUEST FOR PREQUALIFICATION OF CONTRACTORS FOR CONSTRUCTION WORKS IN ALL SOMALILAND REGIONS                                                                                                                                                                                                                                                                                                                                                                   Date: 21.09.2025

Madam, Sir,

Welthungerhilfe (WHH) is a German-based international humanitarian and development organization, founded in 1962, with the vision of a world free from hunger and poverty. WHH has been operational in Somaliland since 2001, implementing multi-sectoral programs in Awdal, Maroodi-Jex, Togdheer, and Sanaag regions. Its interventions focus on WASH, food security and livelihoods, climate resilience, and emergency response, funded mainly by the German Government (BMZ TDA/PA and AA), EU, WFP and private donors. 

As part of its commitment to strengthening interventions in Somaliland, WHH seeks to prequalify competent and well-established contractors with proven expertise in water engineering, latrine construction, civil works, and general construction activities to support program implementation.

Successful companies will be prequalified and invited to future restricted tenders in the regions of Awdal, Maroodi-Jex, Togdheer, Sool, and Sanaag. Applicants must clearly specify the region(s) they are applying for.

1. General remarks and special condition

Interested companies must:

• Be legally registered with a valid business license and tax clearance certificate from Somaliland.

• Have a qualified technical team with at least Engineer/Site Supervisors and Foremen, Plumber or mason/ carpenter if applying for multiple regions the company should have more and adequate staff.

• Possess relevant construction equipment, tools, and machinery.

• Provide a valid bank statement for the last one year or an audited financial report.

• Have a verifiable physical office in Somaliland.

1. Scope of Prequalification

   This prequalification process is for contractors in the following categories:

• Water engineering and water structures
• Latrine construction
• Civil works and general construction

1. WHH Policies

   All applicants must comply with WHH’s Code of Conduct, Anti-Terrorism Policy, and procurement standards. By submitting, companies agree to screening against international sanctions lists.

2. Language of bid:

   All documents must be submitted in English via the WHH E-tender portal. Hand or email submissions are not accepted.

3. Contradiction or errors in the bid documents:

If the bidder notices contradictions or errors in the bid document or specifications that are unclear, the bidder must clarify the issue by making queries before the set deadline for submission of inquiries/questions. The principle hereby agrees to clarify all queries to all interested bidders upon request.

1. Alteration or withdrawal of bids:

 Bidders may alter or withdraw their tenders by written notification prior to the deadline for submission of the bid document. No bid may be altered after this deadline. Withdrawals must be unconditional and will end all participation in the tender procedure. Any such notification of alteration or withdrawal must be prepared and submitted in writing before the deadline. The outer envelope must be marked ‘Alteration’ or ‘Withdrawal’ as appropriate. No bid may be withdrawn in the interval between the deadline for submission and bid opening of bids and the expiry of the tender validity period. Any correction of information must be clear and is to be confirmed by signature, specifying the date.

1. Mandatory Documents:

The following documents must be submitted through the E-tender portal before tender closing date:

• Company profile
• Valid registration license/permit
• Valid tax clearance certificate
• List of key staff and CVs and their qualifications (1 Civil/Structural Engineer (BSc degree, 5+ years’ experience in construction projects, 1 Site Supervisor/Foreman (minimum diploma, 3+ years’ experience,1 Skilled Technician (e.g., plumber, mason). Hydrologist will be benefit. 
• List of relevant equipment and proof of ownership/lease agreements
• Bank statement (last 1 year) or certified audit report
• WHH Supplier Declaration Form (signed & stamped)
• List of references (at least three)  for past clients with valid emails and numbers. The list of references must be clearly indicated in the tender application documents with required contacts.
• Contracts/Pos/letters of recommendation for similar works at least three
