CONSTRUCTION OF THE LOWYADDO- BORAMA ROAD - FROM LAWYADDO TO ZEILA (30KM)
REQUEST FOR EXPRESSIONS OF INTEREST (REOI) RECRUITMENT OF RESETTLEMENT SPECIALIST – INDIVIDUAL CONSULTANT
1. The Government of the Somaliland has received financing from the African Development Bank (AfDB) to finance the Multinational project between Somaliland and Djibouti namely Negad- Lowyaddo-Borama Road project, and intends to apply part of the proceeds for this loan to make eligible payments under the contract for the provision of Consultancy services for RESETTLMENT SPECIALIST (Individual Consultant) for the proposed construction of the Lowyaddo- Borama Road -Phase 1 from Lawyaddo to Zeila (30km)
2. The Consultancy Service, among others, will include: Monitoring and assessing the implementation of RAPs; Undertaking social impact assessments and developing social mitigation programs, as appropriate, and Mitigating any negative social impacts of the Project; and establishing and managing a social monitoring program, encompassing the grievance mechanism that tracks both positive and negative impacts of the Project.
3. It is envisaged that the Consultant’s Services will be for a duration of Eighteen (18) months.
4. The Somaliland Roads Development Agency (SRDA) being the implementing agency of the Government of the Somaliland now invites eligible Individual Consultants to indicate their interests in providing the above services.
5. Mode of Application: Interested candidates should submit their (i) short cover letter, (ii) Curriculum Vitae (CV) using the Bank’s template provided and detailing educational qualifications and relevant work experience in line with the details provided with copies of academic and professional qualifications demonstrating that they have the required qualifications and relevant experience to perform the Service, and (iii) financial proposals indicating their proposed monthly fees in USD. Facilitation for official travel outside the workstation will be met separately by the Client (RDA).
6. Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Procurement Policy for Bank Group
Funded Operations”-August, 2015, which is available on the Bank’s website at http://www.afdb.org. Borrowers are under no obligation to shortlist any consultant who expresses interest.

TERMS OF REFERENCE FOR RESETTLEMENT SPECIALIST
A. INFORMATION SHEET
BACKGROUND
The Government has requested for financial assistance from the African Development Bank for the construction of the Lowyaddo- Borama Road -Phase 1 from Lawyaddo to Zeila (30km) as part of the Multinational project between Somaliland and Djibouti namely Negad- Lowyaddo-Borama Road project. The development objective of the project is to improve transport efficiency and effectiveness, regional integration and trade between Somaliland and its neighbours in the Horn of Africa region and beyond. The specific objective of the project is to improve transport and communication along the road corridor by reducing travel time, reducing travel cost, reducing vehicle operating costs and improving road traffic safety along the project road as well as providing efficient and effective transport system and promoting trade and regional integration
C. OBJECTIVE OF THE SERVICES
The main objective of the assignment is to provide expert assistance to RDA in the resettlement of the Project Affected Persons (PAPs)
The specific objectives of the Services are to help the RDA’s Project Implementation Unit (PIU)
team and members to secure the best outcomes of the Organization by:
• Monitoring and assessing the implementation of RAPs;
• Undertaking social impact assessments and developing social mitigation programs, as appropriate,
• Mitigating any negative social impacts of the Project; and establishing and managing a social monitoring program, encompassing the grievance mechanism that tracks both positive and negative impacts of the Project.
D. SCOPE OF SERVICES
Reporting to the Project Coordinator, the Resettlement Action Plan Specialist will have the following duties and responsibilities:
• Review and update the approved resettlement action plan for the project for compliance with relevant legislation, standards and regulations of Somaliland and African Development Bank guidelines for environmental and social safeguards.
• Visit Project sites to monitor implementation of RAP to determine the extent to which procedures and outcomes are consistent throughout the corridor and, if discrepancies are identified in valuation, eligibility, registration, payment, or other elements, to bring the discrepancies to the attention to the Somaliland Roads Development Agency and the Ministry of Transport and Roads Development through the Project Coordinator on RAP implementation status and issues.
• Establish a grievance mechanism program throughout the Corridor that ensures that all grievances (verbal and written), are registered, transmitted to responsible authorities, addressed in a timely manner and reported back to the aggrieved parties. This mechanism should include a HotLine.
• Conduct assessment on persons affected by land acquisition, resettlement or the loss of assets due to construction of the road that establishes the socio-economic status of affected households. This assessment will be used as the basis for follow-up surveys to determine whether or not the incomes of the affected persons are fully restores or improved as the result of the project.
• Conduct Social Assessments in the communities affected by bypasses or other major investments to understand how the communities will be affected by the Project and develop mechanisms to increase positive impacts or mitigate expected negative impacts.
• Implement, and expand where necessary, the communication strategy laid out in the Resettlement Action Plan (RAP) to ensure that project affected people are well informed of their rights and responsibilities set out in national legislation, the Resettlement Policy Framework and respective Resettlement Action Plan.
• Ensure relevant government agencies, including Ministry of Finance and the Ministry of Environment are well informed on issues related to the implementation of RAPs and request support and facilitation where necessary for timely implementation of RAPs.
• Visit project sites during the implementation of RAPs, observe the implementation of RAPs and provide monthly reports to the Committee and relevant institutions and government authorities.
• Assist the PIU with the physical relocation of households through ensuring that necessary support and compensation measures for their livelihood restoration, as defined in the RAP, are employed, that relocated people have access to infrastructure and other services, and that any grievance they may have are adequately addressed.
• Provide other support as deemed necessary to adequately implement respective RAPs and assure that the objective of the restoration or increased income of affected persons—is achieved.
• Prepare a Resettlement Action Plan (RAP) report to the requirements of project stakeholders.
The resettlement specialist will also be involved in other social issues related to the Project, such as the following:
• Support traffic safety specialists through community mobilization and developing effective communication strategy.
• Provide liaison roles between the project and the community.
E. REQUIRED QUALIFICATION
• The resettlement specialists should have a university degree in sociology or other related field of social science, focusing on social impact of developments.
• The specialist should have at least 8 years of work experience in handling social issues (especially resettlement) of large scale construction projects, and be familiar with the social safeguards policies of the African Development Bank.
• Demonstrated experience in developing improved, cost-effective methods and procedures for preparing RAP’s, GRMs etc
• Good knowledge of the English language, writing and speaking. Knowledge of Somali language will be an added advantage
• High computer literacy (Microsoft, Excel and other softwares etc.)
• Strong knowledge and work experience in developing countries, in particular Africa.
Only consultants who have obtained 75 points or more will be considered for further evaluation. All consultants will be ranked in descending order and the first on the list shall be retained for the assignment if the proposed professional fees fall within the limits of the budget.
G. DURATION OF THE ASSIGNMENT
The assignment will be an initial period of 12 months renewable subject to availability of budget and a satisfactory annual performance evaluation.
H. SCHEDULE OF PAYMENTS
During negotiations, the client will agree with the consultant on an all-inclusive monthly payment based on monthly professional remuneration and subsistence allowances, and eligible reimbursable costs
The Expert will be paid in USD currency upon submission and approval of the activity report.
I. FACILITIES, DATA TO BE PROVIDED BY RDA
The Client (RDA) will provide the expert with the following:
• Provide office facilities and necessary office equipment and supplies to enable the technical Expert to discharge his/her duties;
• Liaison and assistance with any information or documents required from RDA or other agencies which the Client considers essential for the proper and effective execution of his/ her duties and functions;
• Copies of all relevant reports and assessments undertaken by entities concerned in relation to components of the services;
• Transport to the consultant when moving to the project sites and related Per diem including overnight stay and without overnight stay outside Hargeisa, the consultant is not eligible to Per diem.
J. OTHER ADMINISTRATIVE INFORMATION
The successful candidate will be required to bring his/her own computer/laptop, and possess required software installed. Communication and local transportation requirements within the country shall be covered by the consultant. Transportation for field visits will be provided by the Client as stated in paragraph H.
