The Federal Government of Somalia has received financing from the Global Environmental

Facility through the African Development Fund toward the cost of the Multi-National Climate

Disaster Risk Financing Project (CDRF-ADRiFi Project - Somalia), and intends to apply part of

the agreed amount of this grant to payments under the contract for the Development of Climate

Disaster Risk Profiles for Four Pilot Districts in Somalia.

The services included under this assignment comprise the preparation of four practical,

comparable, decision-oriented and gender-responsive district climate disaster risk profiles. The

assignment will use existing official and authoritative datasets, GIS layers, remote-sensing

products, previous assessments and targeted stakeholder consultations. Drought and flood will

be the mandatory hazard focus. The services will include data compilation and assessment;

analysis of hazards, exposure, vulnerability and coping capacity; identification and mapping of

priority risk hotspots; preparation and validation of four district profiles; a synthesis brief;

editable datasets, GIS files, map layouts, metadata and templates; and an orientation and

handover session for the Somali Disaster Management Agency. The assignment is not intended

to undertake large-scale primary data collection or establish a new early warning system. The estimated duration is four (4) months, with Mogadishu as the primary duty station and limited

field travel where necessary, feasible, secure and cost-effective.

The Somali Disaster Management Agency (SoDMA), as the Executing Agency, now invites

eligible to indicate their interest in providing these services. Interested consultants must provide

information indicating that they are qualified to perform the services (brochures, description of

similar assignments, experience in similar conditions, availability of appropriate skills among

staff, etc.). Consultants may constitute joint-ventures to enhance their chances of qualification.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy

to enhance their qualification. The Expression of Interest must clearly indicate the form and

nature of the association. In the case of a joint venture, all members shall be jointly and severally

liable for the entire contract if selected, and the submission shall identify the lead member and

all other members.

How To Apply

Eligibility criteria, establishment of the shortlist and the selection procedure shall be in

accordance with the African Development Bank's Procurement Policy for Bank Group Funded

Operations, dated October 2015, and the applicable provisions of the Financing Agreement. The

consulting firm will be selected using the Quality- and Cost-Based Selection (QCBS) method.
