The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of De-Risking, Inclusion and Value Enhancement of pastoral economies in the Horn of Africa Project (DRIVE) and intends to apply part of the proceed for consulting services.

The overall objective of this consultancy is to develop a comprehensive National Export Promotion Policy and Export Promotion Act for Somalia that establishes a coherent strategic, legal, and institutional framework for export development and promotion. The consultancy shall establish mechanisms for export promotion, institutional coordination, financing, export support services, standards compliance, market development, digital trade facilitation, and inclusive participation while ensuring consistency with Somalia’s regional and international trade obligations.

 

The consultancy service is expected to be conducted over a period of 7 months from commencement.

The Ministry of Finance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).  The short-listing criteria are as follows:

  1. Minimum 10 years of demonstrated experience in trade policy, export promotion, public law reform, institutional reform, legal drafting, and economic development advisory services.
  2. Proven track record in developing national export promotion policies, trade development strategies, export promotion laws, trade facilitation laws, investment/export support frameworks, or equivalent instruments for government clients and experience in delivering full legal packages, including draft bills, explanatory memoranda, clause-by-clause commentaries, subsidiary instruments, legal gap matrices, and implementation roadmaps (Must have successfully completed such similar projects). The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources. And provide legal registrations for the firm and any associated JV Members.
  3. Experience in Africa, fragile and conflict-affected contexts, federal or decentralized governance systems, or World Bank-financed/comparable assignments; and
  4. The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing - Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018 and November 2020, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

 

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.
