A. Background
The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger
worldwide, delivering food assistance in emergencies and working with communities to improve
nutrition and build resilience. Each year, WFP assists some 120 million people in around 128
countries.
The WFP Somalia Country Office seeks qualified and competent firms that are interested in working
with the WFP Somalia. These services may include but is not limited to Posting of Adverts, Calls for
Proposals and Expression of Interests
Prospective suppliers must be registered with the relevant authorities in their domicile countries
and have legal authorization to provide this service in Somalia. WFP invites eligible suppliers to
express their interest in providing the required services
B. The purpose of this EOI
WFP Somalia Office seeks reputable and legally registered service providers for required services.
This request for Expression of Interest (EoI) aims to identify qualified service providers to provide
Posting of Job Advert, Calls for Proposal, EOI and other required announcements. WFP Somalia
invites eligible service providers to express their interest in providing the requested services.
C. Eligibility Criteria
The main evaluation criteria for shortlisting are as follows:
a) Relevant past experience (Minimum 3 years of experience in provision of publication and
dissemination of post job advert, Calls for Proposal and Expression of Interests services)
b) Legal status to conduct the needful services (Valid business license etc.)
c) Financial status (Bank Statement)
d) Office presence in Somalia
How to prepare and submit your Expression of Interest
In order to participate in the pre-qualification exercise, companies are required to provide the
following:
• Letter of Expression of Interest with official letterhead signed by an authorized company
representative(s) and company stamp.
• WFP required Services Questionnaire (Annex), also signed by an authorized company
representative(s) and company stamp.

o Business License
o Organisation Structure
o Reference from major clients (minimum three clients in the last five years)
All documents should be presented in English
All supporting documentation listed above shall be prepared in accordance with the instructions
provided and sent by email to Somalia.procurement@wfp.org indicating the title :
EOI SOM/002/2026-Posting of Job Adverts, Calls for Proposals, EOI and Announcements.
Failure to indicate the title may result in exclusion from the review.
All documents will be treated as strictly confidential and will not be made available to the public.
WFP will not consider incomplete or unsigned submissions as well as submissions after the
stipulated deadline.
This request for EOI is not an invitation to tender nor does it imply automatic selection to WFP’s
shortlist. No rates/prices are required at this stage, and this invitation does not bind WFP to issue
any tenders or contracts to the companies expressing their interest. Furthermore, WFP reserves
the right to change or cancel this process or any of its requirements at any time during the process.
