**EMPLOYER:** Ministry of Water Development The Government of Somaliland has received financing from the World Bank toward the cost of the Horn of Africa - Groundwater for Resilience Project (GW4R) and intends to apply part of the proceeds toward payments under the contract for Borehole Drilling in Togdheer and Maroodi-Jeeh Region, Somaliland (2 Lots). The Ministry of Water Development now invites sealed Bids from eligible Bidders for borehole drilling works in Somaliland, divided into the following two lots:
Lot 1
Borehole drilling in Cali-Ciise Site
Togdheer Region, Somaliland
Lot 2
Borehole drilling in Qoolbulale Site
Maroodi-Jeeh Region, Somaliland
Bidders may submit a Bid for one lot or for both lots. Contracts will be awarded on a lot-by-lot basis, and a Bidder may be awarded one or both lots subject to meeting the qualification requirements. Discounts for award of more than one lot may be offered if included in the Letter of Bid. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB), as specified in the World Bank Procurement Regulations for IPF Borrowers, and is open to all eligible Bidders as defined in the Procurement Regulations. Interested eligible Bidders may obtain further information from the Ministry of Water Development and inspect the bidding document during office hours from 8:00 a.m. to 3:00 p.m. Hargeisa time, excluding public holidays, at the address below. The bidding document is prepared in English.
Bids must be delivered to the address below on or before 05 Jul 2026 at 2:00 p.m. Hargeisa time. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of Bidders designated representatives and anyone who chooses to attend at the address below on 05 July 2026 at 2:30 p.m. Hargeisa time. Attention is drawn to the World Bank Procurement Regulations requiring disclosure of the successful bidder’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form included in the bidding document.
