1. The Federal Government of Somalia (FGS) has received financing from the World Bank toward the cost of implementing the “Somalia Food Systems Resilience Project (FSRP)” and intends to apply part of the proceeds toward payments under the contract for **“**Construction of headquarter of Ministry of Agriculture & Irrigation and State project coordination unit Building in Dhusamareeb District, Galmudug State, Somalia”. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

2. The State Ministry of Agriculture and irrigation of Galmudug State now invites sealed Bids from eligible Bidders for the:  Construction of Ministry of Agriculture & Irrigation and State project coordination unit Building in Dhusamareeb District, Galmudug State, Somalia, The construction period/ duration of the contract is 12 Months. The building consist of G+2 (ground floor and first floor for the MOAI while the second floor will be allocated to the SPCU offices).

3. Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in November 2017, and August 2018, November 2020, September 2023, (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

4. Interested eligible Bidders may obtain further information from Ministry of livestock, forest, Galmudug state, Somalia through email:  procurement@fsrp.gov.so and copy to: hr.sfsrpgalmudug@gmail.com and inspect the bidding documents during office hours 09:00 to 16:00 hours Mogadishu local time from Saturday to Thursday exclusive of public holidays at the address given below.

5. The bidding documents in English may be obtained by interested eligible bidders free of cost upon submitting a written application to the address below. 

   Bids must be delivered to the address below on or before 11:30 A.M. Somalia time 8th May, 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 11:30 A.M. Mogadishu, Somalia time on 8th May, 2026

   All Bids must be accompanied by a Bid-Securing Declaration using the form included in Section IV - Bidding Forms.

6. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
