Organizational Setting
The key mission of the FAO Representation in Somalia, which is led by the FAO Representative (FAOR), is to assist and support the national government in developing policies, strategies and programme aimed at accelerating the implementation and achievement of the Sustainable Development Goals (SDGs) in FAO's global mandate and strategic objectives.
More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, ensuring the sustainable use of environmental and natural resources and responding to recurrent emergencies.
The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.
Reporting Lines
The Reporting and Resource Mobilization Specialist will be under the overall supervision of the FAO Representative in Somalia, the direct supervision of the Head of Strategy and Resource Mobilization and in close collaboration with the Head of Programme and FAO Reporting and Outreach Team in HQ.
Technical Focus
The Reporting and Resource Mobilization Specialist will cultivate and maintain good donor relations, including through contributing timely responses to donor queries, developing ideas to increase fundraising, proactive formulation of donor briefing materials and facilitating donor missions to Somalia. S/He will also develop country strategy documents, project proposals, briefs and other documents related to programmatic areas.
Tasks and Responsibilities
• Contribute to cultivating and maintaining good donor relations, including through contributing timely responses to donor queries, developing ideas to increase fundraising, proactive formulation of donor briefing materials and facilitating donor missions to Somalia.
• Develop country strategy documents, programme/ project proposals, briefs and other documents related to programmatic areas in close cooperation with relevant personnel.
• Map donor strategies, funding windows and related opportunities against FAO Somalia funding needs.
• Contribute to the formulation of strategic information products on the FAO Somalia Programme for external and internal use, including corporate briefing and reporting requirements.
• Prepare briefing materials to showcase programme results, in close collaboration with FAO Somalia teams.
• Contribute to the formulation of concept notes and proposals.
• Contribute to strategic information products, including Situation Reports.
• Initiate and facilitate the drafting of project/programme reports using the appropriate donor-specified or corporate templates.
• Work closely with technical sectors, IM staff, and other colleagues to ensure reports satisfy reporting requirements and capture the required content accurately (e.g., including strategic alignment, deviation from planned activities, challenges, delays, etc.).
• Support the same colleagues to enrich reports with greater emphasis on results, lessons, best practices, partnership, and key cross-cutting themes (e.g., gender, environmental sustainability).
• Liaise with the M&E Unit to effectively report on project/programme impact and outcomes from assessment results, RMA studies, etc.
• Conduct final quality review, troubleshooting and editing of all project reports and related materials prior to submission, ensuring reports are clear, concise and in-line with corporate standards, including FAO House Style.
• Liaise closely with the Communication Officer and project/programme staff to produce and incorporate human impact stories, project photos and other visibility materials within reports.
• Ensure all reports have the necessary clearances and revisions prior to submission (internal and technical), in accordance with FAO project cycle management guidelines.
• Prepare briefing materials to showcase programme results, in close collaboration with FAO Somalia teams.
• Perform other related duties and travel as required.
Minimum Requirements
• University degree in social sciences, international relations, economics, rural development, social development, project planning/management or a related field.
• Five years of relevant experience in resource mobilization.
• Working knowledge (level C) of English, French or Spanish and limited knowledge (level B) of one of the other two or Arabic, Chinese, Russian.

Technical/Functional Skills
• Work experience in resource mobilization, donor negotiations and proposal formulation.
• Demonstrated written and oral communication skills and experience in data processing, analysis and report writing.
• Relevant professional experience preferably in programme, analysis, reporting in humanitarian work.
