Re-Advertisement: Terms of Reference for Humanitarian Fundraising Training for National NGOs in Galmudug and Hargeisa

Background

The Somali NGO Consortium (SNC) is a voluntary membership organization comprising national and international NGOs working together to create an enabling environment for the efficient and effective delivery of humanitarian and development programs within the Somali context. National/local NGOs and International NGOs implement different programs across the country and guided by overarching strategies (humanitarian, development and HDP nexus) in compliance with the Somali system of governance. These strategies include annual HNRPs, and government development plans (at national and state levels). As an enabling platform, the SNC’s strategic areas of focus revolve around NGO coordination / consultation and information sharing for representation, collective advocacy and capacity building outcomes.

The proposed training will contribute to localization outcomes, and strengthen national/local NGOs humanitarian leadership and resource mobilization capacities. The training primarily targets SHF partners with operational presence in Galmudug and Hargeisa/Somaliland. The training is anticipated to take 3 days each in Dhusamareb and Hargeisa equipping participants with knowledge, lessons and best practices in humanitarian principles, humanitarian leadership and humanitarian fundraising.

Objective

National /local NGOs have and continue to play a crucial role in humanitarian response, often being the first responders in crises. However, national NGOs have faced several operational and institutional challenges, largely attributed to institutional capacities for fundraising and funds absorption, management and compliance to donor regulations & humanitarian principles. This training will thus focus on humanitarian principles (humanity, neutrality, impartiality, independence and neutrality), humanitarian fundraising (advocacy and proposal development), and accountability. This training aims to further strengthen their institutional capacities and visibility within the wider Somali humanitarian spaces. In all these topics, community engagements, accountability and centrality of protection will be cross-cutting themes. The training is intended to achieve the following objectives:

·       Familiarize training participants with humanitarian principles, humanitarian leadership and humanitarian fundraising within the Somali context and humanitarian reset priorities.

·       Provide a platform for participants to share experiences and best practices in humanitarian principles, institutional fundraising and applications in mainstreaming/maintaining community engagement, accountability, inclusion of women & minorities and centrality of protection over the years.

·       Collectively propose best practices and generate advocacy talking points in areas where advocacy is required.

Training scope and key deliverables

The selected training provider will be responsible for designing and delivering training content, relevant to the Somali context and aligned with the Somali Risk Analysis & Mitigation framework and the ongoing discussions around humanitarian reset. Being participatory in nature, the trainer is expected to play a facilitative role guided by their in-depth understanding of humanitarian principles, humanitarian advocacy, humanitarian accountability and humanitarian fundraising. In addition, the trainer is expected to align the content with contextual realities and the on-going discussions around the humanitarian reset. Upon signing the contract, the consultant is therefore

MUST:

·       Familiarize themselves, in detail, with the background and objectives of the training and the Somali context.

·       Develop a training program and content, which will be approved by the SNC, upon satisfactory review and input.

·       Physically deliver the training in Dhusamareb and Hargeisa.

·       Develop and digitize pre and post training assessment questionaries.

·       Develop a training report after the training, incorporating the following:

o   Analysis of the training participants (gender and age).

o   Comparison of knowledge before and after training (pre & post training comparison).

o   Incorporating the discussions and participants’ contributions during the training.

o   Best practices and advocacy talking points in all the areas discussed.

Training Content and duration.

As indicated in the objectives section, the training content will focus on the following areas, considering community engagement, accountability, risk management, and centrality of protection as cross-cutting themes. Each training session is expected to take 3 days in each of the proposed areas (Dhusamareb and Hargeisa) and is scheduled to take place in the month of July 2025.

1.     Core Humanitarian Standards & Humanitarian Principles as applied in the Somali context.

2.     National NGOs’ contribution to the Somali humanitarian response and barriers they face.

3.     Mainstreaming community engagement, accountability, social inclusion and centrality of protection within the Somali context.

4.     Humanitarian Needs Analysis, Humanitarian System Analysis and Humanitarian Advocacy.

5.     Humanitarian risk mapping, analysis and mitigation within the Somali context.

6.     Humanitarian Resource Mobilization, proposal development (collective and institutional).

Experiences and Qualifications

Trainers and Facilitators

·       Solid senior level experience (at-least 5 years) and qualifications (at least bachelor’s degree level) in fields related to program development, program management, fundraising/donor engagements and MEAL.

·       Good facilitator(s) with experience in delivering different training to different audiences.

·       Good understanding of the evolving humanitarian and development sectors and particularly the Somali context.

·       Demonstrated experience in (& good understanding of) aid localization and Country-Based Humanitarian Pooled Funds (SHF in the case of Somalia).
