Provision of Purchase of (One) Brand new Rice Combine Harvester with (One) Direct Seed Rice Planter.

Background

The Ministry of Agriculture and Irrigation (MoAI) of the Federal Republic of Somalia is implementing its National Mechanization and Technology Adoption Program to enhance agricultural productivity, reduce labor intensity, and improve farmers’ access to modern agricultural equipment. As part of this effort, the Ministry invites qualified and reputable suppliers to submit bids for the supply, delivery, installation, and commissioning of a Rice Combine Harvester and a Direct Seeded Rice (DSR) Planter. This procurement forms a key component of the Ministry’s commitment to modernizing Somalia’s agricultural sector and promoting the adoption of efficient, climate-smart production technologies.

2. Scope of Work

The selected supplier shall be responsible for:

1. Supply of Machinery

• One (1) Combine Harvester
• One (1) Direct Seeded Rice (DSR) Planter
  2. Delivery and Transportation
• Transport the machinery to the designated MoAI HQ, Mogadishu.
• Transport the machinery from Mogadishu to Jowhar Districtas the second delivery phase.
• Ensure safe handling, loading and unloading processes.
  3. Installation, Testing, and Commissioning
• Assemble machinery (if required).
• Conduct full operational testing.
• Ensure machinery is ready for field use.

4. Training

• Provide hands-on training for MoAI technicians, operators, and selected farmers on:
  • Operation
  • Routine maintenance
  • Safety protocols

5. After-Sales Service

• Provide at least 12 months warranty on all machinery.
• Guarantee availability of spare parts.
• Provide periodic technical support during the warranty period

4. Deliverables

The supplier shall deliver:

1. Rice Combine Harvester (1 unit)
2. DSR Rice Planter (1 unit)
3. Operation and Maintenance Manuals
4. Warranty Certificates
5. Training report for operators and technicians
6. Commissioning and handover report
   5. Requirements for Tender Documents and Guideline
7. Tender reference number
8. Tender envelop should be sealed.
9. The tender envelop must be stamped
10. BOQ/RFQ to be stamped and signed with Work Schedule/work plan

Interested suppliers must provide:

• Valid Registration certificate
• At least 3 years’ experience in supplying agricultural machinery
• Company Profile with detailed physically verifiable contact address
• Bank statements for the last six months.  
• Certificate confirming payment of tax
• Evidence of Past Experience in similar work e.g., signed Contract/PO
• Ability to provide after-sales service and spare parts within Somalia
• Manufacturer authorization letter (if applicable)
