Job Title: Project Officer

Reports to: Somalia/Somaliland Region Coordinator

Location: Mogadishu, Somalia

Contract Type: Full time

Job Purpose:

The Project Officer will coordinate and implement SIHA’s gender justice and human rights projects in Somalia. The role involves overseeing project activities, providing strategic guidance, managing stakeholder relationships, contributing to policy reform efforts, and supporting resource mobilization and program development.

Key Responsibilities:

• Lead the planning, implementation, and monitoring of project activities in line with SIHA’s strategic objectives and donor agreements.
• Ensure high-quality, timely reporting and documentation of project results and activities, including coordinating the preparation of donor reports.
• Ensure effective budgeting, expenditure tracking, and financial accountability in collaboration with SIHA’s finance team.
• Identify funding opportunities and contribute to concept note and proposal development in coordination with SIHA’s Fundraising & Partnerships Specialist.
• Support the design of new programs and initiatives responding to emerging gender justice needs in Somalia.
• Establish and maintain strong networks with key actors, including the Ministry of Women and Human Rights, local authorities, CSOs, and legal and policy reform advocates.
• Represent SIHA in relevant platforms, forums, and coordination meetings.
• Contribute to SIHA’s advocacy efforts by supporting the development of policy briefs, public statements, and campaign materials.
• Contribute to SIHA publications, reports, press releases, and advocacy materials.
• Facilitate collaboration with researchers, grassroots experts, and technical specialists to inform evidence-based programming and advocacy.
• Monitor project impact and support the design and application of M&E frameworks and learning tools.

Experiences and Qualifications

• Bachelor’s degree in law, Gender Studies, Development Studies, Public Policy, or a related field; Master’s degree is an added advantage.
• At least 5 years of progressive experience in project management, preferably with CSOs or international NGOs.
• Solid understanding of gender equality, women’s rights, and policy advocacy in Somalia.
• Proven experience in resource mobilization, donor reporting, and concept note/proposal writing.
• Strong coordination, administrative, and planning skills, with the ability to work under pressure.
• Excellent communication and interpersonal skills in both English and Somali.
• Strong network and proven experience engaging with government entities, especially the Ministry of Women and Human Rights, and other relevant stakeholders.

• Financial & Administrative Oversight: Competent in managing budgets, reporting, and ensuring compliance with procedures.

• Contributions to evidence-based advocacy through the generation and dissemination of relevant policy and programmatic insights.
