Job Description:

 

 

Project Manager – Cash & Food Assistance

The Role:

The project manager will be responsible for providing leadership in implementation of Cash and Food programs in Somaliland. Working under the leadership of Area Manager and guidance of the Cash & Food Technical specialist, the project manager will provide supervision to key staff responsible for implementing the various components of these projects and work closely with other Technical Specialists responsible for Resilience and Livelihood.

This position has principal responsibility to provide operational oversight and project management of all Cash and Food Assistance Projects to achieve project objectives. The position holder will also represent World Vision in meetings for donor(s), Local Authority, State government and other key stakeholders. Other key responsibilities include ensuring high quality implementation of project activities, grant management according to donor requirements and international accounting standards, timely donor and other stakeholder reporting, and overall contribution to Child Well Being outcomes. The Project manager will be accountable for delivering all project results. S/he will maintain communication with the project sub –grantees and oversee coordination of their technical activities within the project framework, work plan and budget.

 

Key Responsibilities:

Grant/Project Management

 

  • Head the implementation of projects at the field level, ensuring that the programme’s ultimate, intermediate and immediate outcomes are achieved.
  • Plan, direct and co-ordinate activities of projects.
  • Coordinate and lead project timely planning including DIP development, procurement planning, budget projections.
  • Coordinate and manage project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements.
  • Lead project sub-grantee (partner) agencies and stakeholders in participatory planning of project activity implementation, ensuring adherence to technical standards, best practices and donor guidelines.
  • Provide timely input and contribution to the completion of annual work plans, reports and ensure grant management compliance for projects in alignment with donor and WV regulations.
  • Ensure effective liaison with local government officials, local communities, donor representatives and other stakeholders, making use of an appropriate accountability framework.
  • Gather and compile project reports from project.

 

Staff Management

 

  • Supervise a team of project implementation staff.
  • Ensure competent and motivated staff are hired in time and retained.
  • Conduct quarterly reviews of staff performance in line with WV somaliland performance management system, ensuring that there is    opportunity for staff feedback.
  • Ensure proper technical capacity of staff through training and performance management to project staff.
  • Direct and motivate the project team(s) to achieve the desired   results, often using matrix management, and ensure effective communication is maintained throughout the project.
  • Manage staff performance through regular appraisals, performance reviews and clear with objectives.

 

Safeguarding

 

  • Ensure secure, neat, orderly, and in good conditions of storage areas for all GIK resources;
  • Adopt and implement computerized Excel tracker to monitor GIK movements in and out of warehouses and distribution points in a real-time basis.
  • Maintain accurate records for receipts, dispatches, and distributions of all GIK resources in each region.
  • conducting monthly independent physical inventory, and filling accurate and complete GIK inventory records in compliance with standard policies and procedures;

Budget Management:

  • Manage project budget within approved spending levels and ensure accurate and timely financial reports to donors
  • In conjunction with Finance and Support services Manager, ensure grant/project compliance whereby project expenditures are reasonable, allocable, and prudent and spent in accordance with donor rules and regulations to ensure compliance with external audit.
  • Supports in overseeing adherence to contractual agreements, recommend amendments and contract extensions, advise concerned parties with respect to contractual rights/obligations…. (be on top of what is happening in the sector, following up on the quality, escalate well in advance if things aren’t going well with the suppliers/contractor.
  • Work with regional finance team to ensure timely submission of variance explanation upon receipt of monthly project/sector financial report preparation and submission of accurate financial reports for the project;

Monitoring, Reporting, Documentation & Knowledge Management

  • Maintain effective project quality assurance mechanisms, including monitoring system for tracking of project progress against indicators, activities and key project milestones, reporting, evaluation, and communication systems.
  • Develop Standard Operating Procedures for monitoring, reporting, documentation and knowledge management, including establishment of standard tools and systems for documentation and information sharing of project progress, best practices, lessons learnt and success stories.
  • Track project deliverables using appropriate project management tools
  • Conduct routine visits to project / implementing partner project sites for purposes of monitoring and operational support.
  • Submit timely accurate and quality reports that meet donor requirements.
  • Constantly monitor and report on progress of the project to all stakeholders
  • Working closely with the TU, lead in identifying and documenting best practices, lessons learnt and relevant human-interest stories for publication and dissemination
  • Work closely with the communications and advocacy team on providing project content for all media publications and to develop and disseminate technical-advocacy pieces to donors and external stakeholders
  • Organize quarterly project review meetings, in coordination with the M&E team, to review progress against planning, adapt strategy and share learning

 

Donor Relations and Engagements

 

  • In coordination with PDQA represent the Project and World Vision in engagement opportunities with the donor, the State government, UN agencies, clusters, implementing and technical partners and other relevant stakeholders.
  • Represent World Vision at field meetings with the Government and project counterparts to provide updates on program implementation.
  • Maintain open communication with sub-grantees, other INGO’s,
  • UN agencies and other relevant external partners regarding project initiatives for enhanced coordination

Experiences and Qualifications

  • Bachelor’s degree in economics, agriculture or other relevant field preferred.
  • At least five years of experience in project management and administration, budget management, sub award management, and tracking project performance.
  • Proven ability to manage partnership relationships including effective coordination with host country government
  • Experience in partnership coordination with the donors, private sector, NGO and local community organizations.
  • Experience and familiarity with a number of donor requirements, e.g. WFP; FAO; UNHCR; UNICEF; DFID; EU; GF; USAID grants management.
  • Fluency in English.
  • Demonstrated strong analytical, managerial, leadership, communications and interpersonal skills.

 

 

Working Environment:

The position is office-based in Hargeisa, Somaliland with regular travel to other field locations for donor and stakeholders’ consultations.
